WHY THERE IS LESS INTERNAL MEMORY ALLOTED TO USER OUT OF TOTAL INTERNAL MEMORY DISPLAYED IN SPECIFICATIONS IN CASE OF SOME MOBILE DEVICES

I HAVE SAMSUNG GALAXY S DOUS. ACCORDING TO SPECIFICATION, INTERNAL MEMORY IS 4GB. HOWEVER ACTUALLY ONLY 1.78 GB IS AVAILABLE TO ME INSTEAD OF 4GB

This is almost always because of the phone's operating system. Android, in this case. Much like installing Windows or OS X takes up X number of gigabytes, mobile operating systems take up some amount of memory as well (it varies from OS to OS).
