It's clear that <a href="http://www.engadget.com/2009/12/08/molinker-is-no-more-on-the-app-store-ratings-scam-results-in/">dummy accounts</a> simply aren't the way to go, but what about bribing your existing customers? Apparently VIP Deals thought that route was perfectly acceptable and offered rebates to people who rated their products on Amazon. Now, the offer letter (which you can see at the more coverage link) doesn't explicitly ask for a five star review, but it is strongly suggested that the company expects one in exchange for receiving the product for free -- in this case, a leather Kindle Fire case. VIP's reviews and its products have all since been booted from Amazon, but it certainly raises plenty of questions about the ease with which some companies are able to game the system and how a reputable outlet can protect its customers from ratings scams. If you're a faithful <a href="http://www.engadget.com/tag/TimeWarnerCable/">Time Warner Cable</a> customer, your next <a href="http://www.engadget.com/tag/SlingBox/">Slingbox</a> purchase could be on the house. Yesterday, the provider announced that it will offer full rebates to any Wideband internet subscribers who buy the $300 set-top box, as part of a promotion due to launch sometime in September. Jeffrey A. Hirsch, TWC's executive vice president and chief marketing officer, told the <em>New York Times</em> that the offer is geared solely toward promoting his company's $99 Wideband service, though it's hard to ignore the move's larger symbolism -- especially in light of that <a href="http://hd.engadget.com/2011/06/22/time-warner-viacom-legal-spat-over-live-streaming-to-ipad-comes/">ongoing</a> <a href="http://www.engadget.com/2011/04/07/time-warner-cable-takes-viacom-to-court-over-its-twcable-tv-ipad/">legal battle</a> with Viacom over live streaming content to the iPad. 	Californians will have to look elsewhere to start receiving cash back for buying eco-friendly vehicles, as the California Air Resources Board has just announced that its ever popular rebate program is no more for the time being. CARB, as the board also goes by, launched its Clean Vehicle Rebate Project (CVRP) in March of 2010 with initial funding of over $11 million to go around -- but we knew it wouldn't last. According to the CVRP website, the program has issued a little over $7 million worth of rebates thus far, with the rest pending or reserved for the already existing EV-owners.<br />

	The board hopes to bring the program back within the next fiscal year by charging it up with $17 million worth of rebates. It'll create more opportunities to get some of these rebates, while simultaneously extending the duration of the CVRP by decreasing the maximum amount to $2,500 (about half of the previous maximum). If you're doing your math correctly, that equates to more than 6,000 total rebates that'll be up for grabs -- opposed to the 1,400 first-rounders who were awarded the rebates already. As the <a href="http://www.engadget.com/2011/04/26/sony-provides-psn-update-confirms-a-compromise-of-personal-inf/">PlayStation Network / Qriocity outage</a> stretches into its second week, over on the <em>PlayStation Blog </em>rep Patrick Seybold has just posted an updated Q&amp;A based on the inquiries of concerned users. Beyond the security of our personal information, the most important question is when service might be restored and he reiterates Sony expects to have "some services" up and running within a week from yesterday. When it comes to the most important personal information like credit card numbers, there are assurances that the credit card database was encrypted and there is no evidence anything was taken, but that's a possibility that still cannot be ruled out completely. To keep things secure, <em>Gamasutra </em>reports game developers are getting new SDKs with updated security features as well. When the service comes back up, expect a mandatory system update that requires a new password before getting back to your <em>Mortal Kombat </em>or <em>Portal 2</em>-related plans.<br />

Regarding a "goodwill gesture," Sony says, "We are currently evaluating ways to show appreciation for your extraordinary patience as we work to get these services back online." If you live in California you're blessed with a lot of things, including weather patterns that seem to get stuck in a rut an awful lot. Another treat you'll find is an additional $5,000 rebate on cars that are rated AT-PZEV -- that's Advanced Technology Partial Zero Emissions Vehicle, those having very low emissions and hybrid-like technology. The 2011 <a href="http://www.engadget.com/tag/chevy,volt">Chevrolet Volt</a> failed to score that rating because its batteries are not rated for 10 years and 150,000 miles, part of the AT-PZEV rules, but GM is apparently looking to fix that next year with a version of the Volt that will qualify. Yep, it's looking more legit than ever now that <em>BGR</em>'s scored Big Red's latest rebate form -- and nearly all of the big-ticket smartphones are now gone. Also notable: the <a href="http://www.engadget.com/2010/09/30/droid-r2-d2-hands-on/">Droid 2 R2-D2</a>, currently priced at $199.99, is on there with a $50 rebate, which suggests the phone could see a price drop to $149.99 on or around Monday. In the wake of a slew of <a href="http://www.engadget.com/2011/01/18/verizon-officially-kills-off-new-every-two-upgrade-discount-prog/">not-so-fun changes</a> in the wireless industry, here's a way to end the month on a bright note: a rumor over on <em>Android Central</em> suggests that Verizon will be killing off its mail-in rebates for some devices in favor of lower sticker prices. Specifically, a leaked screen shot says that if the device runs more than $150, there won't be any rebate at all; if it's less and not a closeout, you'll be dealing with a $50 rebate. Of course, the whole concept of a rebate is a little sneaky to begin with -- the idea is that carriers can advertise lower prices, then get you to pay more at the counter and hope that you'll fail to deal with the mail-in form that you've got to fill out; best-case scenario, they get to sit on your money for a few weeks while you wait for a gift card to show up in the mail. First it was the <a href="http://www.engadget.com/2009/04/13/dell-adamo-review/">Adamo</a>, now it's the <a href="http://www.engadget.com/2009/10/05/hp-envy-13-review/">Envy</a>. HP has joined Dell in <a href="http://www.engadget.com/2010/12/25/dells-adamo-13-ultraportable-slips-to-899-gets-a-spec-bump/">deeply discounting</a> its <a href="http://www.engadget.com/2010/05/05/hp-envy-14-and-17-officially-official-envy-13-slowly-waves-good/">aging</a> 13-inch ultrathin, though unlike its Round Rock competitor, it hasn't bothered to give it any spec bumps. Consequently, even with this interest-building $450 rebate, the Envy 13 loses out to the Adamo 13 in a straight spec fight -- a 1.6GHz CPU, 3GB of DDR3 RAM and a 5400RPM hard drive are all either slower or smaller than Dell's offering -- but it does still have a pair of aces up its sleeve to get latecomers to part with their cash. Those include an external SuperMulti DVD rewriter and a discrete ATI Mobility Radeon HD 4330 GPU with 512MB of dedicated memory. FLO TV said that it would be <a href="http://www.engadget.com/2010/10/05/flo-tv-killing-direct-to-consumer-programming-in-spring-2011-wi/">refunding</a> the eight folks who actually bought into its services once it made the tough decision to shut things down on March 27, 2011, and lo and behold, it's a promise kept. What we weren't expecting, however, was any sort of monetary compensation for <i>hardware</i>, but it looks as if FLO TV will be providing some sort of rebate amount to those who purchased a <a href="http://www.engadget.com/2009/11/13/flo-tv-personal-television-now-on-sale-for-250-should-be-in-ce/">FLO TV Personal Television</a>, <a href="http://www.engadget.com/2010/08/07/audiovox-rolls-out-flo-tv-equipped-dfl01-portable-dvd-player/">Audiovox Portable DVD Player with FLO TV</a> or <a href="http://www.engadget.com/2010/02/15/flo-tv-storms-automotive-lots-flo-ev-gets-launched-and-flo-smar/">FLO TV Auto Entertainment center</a>. It's unclear how much you'll be getting back -- you'll need to go through the entire rebate process to find out -- but you <i>will</i> be reimbursed for any prepaid FLO TV services that you're no longer interested in using (or won't be able to use due to the March 2011 cutoff). Hit the source link to file your claim, but be aware that your service will be cut within 72 hours of submitting it. Presumably looking to build some brand awareness, Sprint and Samsung are apparently teaming up to offer new <a href="http://www.engadget.com/tag/Epic4G/">Epic 4G</a> owners $50 vouchers redeemable toward "select" movie rentals in its <a href="http://www.engadget.com/tag/MediaHub/">Media Hub</a> video-on-demand store -- which will actually buy quite a bit of content, when you think about it. The way it works is that you'll buy the phone and get texted a ten-digit promo code within a few days; once you redeem it for the first time, you'll have 60 days to use it up, otherwise the whole thing will expire on March 31st of next year. Word on the street is that the promotion is also headed for the Sprint version of the <a href="http://www.engadget.com/tag/GalaxyTab/">Galaxy Tab</a>, which would give these guys a leg up for potential buyers viewing the Tab primarily as a media consumption device when you consider that the same product is coming to all four nationals (<a href="http://www.engadget.com/2010/10/28/samsung-galaxy-tab-notches-a-fifth-american-carrier-coming-to-u/">plus a regional</a>). Carrier rebate forms have a fun tendency to reveal unannounced hardware, since they cover several upcoming weeks when they're published -- and Verizon's latest for the month of November is a particularly juicy one. Here's what we've got:

    <li>There are two SKUs listed for the <a href="http://www.engadget.com/tag/Droid2Global/">Droid 2 Global</a>, but only one for the <a href="http://www.engadget.com/tag/DroidPro/">Droid Pro</a>, leading us to wonder whether it'll actually be the Global that's <a href="http://www.engadget.com/2010/10/28/motorola-droid-pro-coming-in-a-cameraless-version-for-security-c/">getting a cameraless version</a>.</li>
    <li>Speaking of Motorola, the <a href="http://mobile.engadget.com/tag/citrus">WX445 Citrus</a> is in the mix for the first time.</li>
    <li>The <a href="http://www.engadget.com/tag/Pre2/">Pre 2</a> is in the system with a $100 rebate.</li>
    <li>There are two new SKUs for the <a href="http://www.engadget.com/tag/Bold9650/">Bold 9650</a>, possibly indicating the release of new versions with <a href="http://www.engadget.com/tag/BlackBerry6/">BlackBerry 6</a> pre-installed.</li>
    <li>The LG Cosmos Touch is in here, which we imagine will be a touchscreen successor to the <a href="http://mobile.engadget.com/2010/03/24/lg-cosmos-hands-on/">Cosmos</a>.</li>
    <li>There's a Samsung Zeal listed with a $50 rebate, but we're not sure what it is -- we know that Sammy has a number of Android phones in the pipe for Verizon, and we suppose this could be one of 'em (likely low-end considering it's not a $100 rebate).</li>
    <li>More interestingly, the Samsung <a href="http://www.engadget.com/tag/Continuum/">Continuum</a> is in here, suggesting that the <a href="http://www.engadget.com/2010/10/25/samsung-to-unveil-new-android-device-november-8th/">November 8 event</a> could be for this dual-screened (and Galaxy S-branded) beast. $100 rebate here.</li>

Of course, November is a time when retailers of all types and sizes bring out new products in time for the holidays, so we're not surprised to see the mother lode here. Samsung's ultrathin <a href="http://www.engadget.com/tag/x360">X360</a> didn't <a href="http://www.engadget.com/2008/11/28/samsungs-x360-ultraportable-reviewed-cheaper-than-competition/">quite get the love</a> of some of its competition out of the gate, and has already been preempted by the <a href="http://www.engadget.com/2008/09/23/samsung-ups-the-ante-with-the-x460-laptop-x360-feels-neglected/">X460</a>, but the X360 has always had a lovable price tag on its side. Not like this, though. The originally $1900-ish laptop is now going for $750 after rebate on Amazon.com, and that includes 3GB of RAM and Vista Biz to boot. Sure, the 1.2GHz Core 2 Duo SU9300 and Intel integrated graphics never did anyone any favors, but at least this should shut up your non-productive Atom-powered bowling buddies. Who knows, maybe this holiday season <em>will</em> be a decent time to stock up on Blu-ray Discs. Exactly one month after hearing that Warner would be <a href="http://www.engadget.com/2008/07/15/warner-set-to-lower-blu-ray-disc-prices-for-the-holidays/">lowering the BD price bar</a> this winter on a slew of its titles, in comes word that Paramount Home Video is preparing a promotion of its own. Reportedly, the studio will be offering movie collectors a $10 rebate when they upgrade select DreamWorks and Paramount DVDs to Blu-ray Discs. Blu-ray copies of <em>Transformers</em>, <em>The Godfather</em>, <em>Old School</em>, <em>Stardust</em>, <em>Sweeney Todd</em> and <em>Zodiac</em> will be eligible for the rebate, with the purchase having to be made by December 31st, 2009. Given that $100 at Wal-mart is essentially as good as cash, we can only imagine how titillating this offer may seem for Blu-ray holdouts. Announced today, the mega-retailer will be offering a $100 gift card with the purchase of any Blu-ray player from June 8th through 14th -- and yes, Sony's PlayStation 3 is included. In case this wasn't enough to maybe-possibly get the general public to actually <a href="http://www.engadgethd.com/2008/06/03/new-blu-ray-research-says-more-of-the-same/">pay attention</a> to the format, Wally World will also sell "select" BD titles for $15 starting on the 8th. Granted, this particular one isn't exactly a jab against HD DVD, but it could sway some fencesitters to pick up a few Blu-ray titles they wouldn't otherwise add to their collection. Reportedly, the BD versions of <em>The Rock</em>, <em>Crimson Tide</em> and <em>Con Air</em> are all coming with $10 mail-in rebates that are valid if you can prove that you purchased the BD version and standard DVD version of the film. Interestingly, the promotion is good for this entire year, which leads us to believe this trio may just be the beginning of a much larger effort to entice consumers to bite on Blu. For those who aren't familiar with Costco, they like to change the model numbers, so this is the same as the HD-A2 to everyone else. TiVo one-ups Toshiba by offering a $200 rebate instead of only $100, but the rebate is the mail-in variety, and is only valid on the <a href="http://www.engadget.com/tag/Series3/">Series3</a> (no, not a Series2) purchased between May 27th and June 16th. The rebate cannot be used in combination with another TiVo package, but should still be good if purchased at a discount from your favorite retailer. <br /></div>

It seems that every week we hear about a price drop from either HD DVD or Blu-ray, and this week it's both. First Panasonic announced their <a href="http://dmp-bd10a/">DMP-BD10A for $600</a> and now Toshiba is announcing a $100 in-store instant rebate -- our favorite kind -- on any HD DVD player purchased between May 20th and June 16th. Assuming no other discounts, you can now get a <a href="http://www.engadgethd.com/2007/03/20/toshiba-drops-hd-dvd-msrp-effective-4-1-07/">stand-alone HD DVD player</a> for that magic price of $299. But this is the <a href="http://www.engadget.com/search/?q=iphone">iPhone</a>, after all -- and according to an analyst with American Technology Research, Apple is just now getting around to considering such a deal. Word on the street has Atlanta and Cupertino considering a rebate in the $50 to $150 range (presumably based on the model purchased) which could definitely make the 8GB version's $600 price point just a touch easier to swallow. Did Apple determine through <a href="http://www.engadget.com/2007/02/16/iphone-to-run-300-400-after-contract/">extensive market research</a> that consumers like it (gasp!) when things cost less? From its perspective, it may not matter either way because the same analyst is reporting that the company will be paid a "bounty" for each and every new AT&amp;T customer it signs up in its brick and online stores. TiVo's been looking to branch out to new partners after its agreement with DirecTV ended, and its <a href="http://www.engadget.com/2007/01/09/comcast-dvr-with-tivo-pics-features/">Comcast TiVo service</a> won't launch until later this year. So far the services don't work together, but representatives indicated to CNET that a combination TiVo/DSL modem is a possibility, but there are "no specific plans at this time". Now, the popular rumor says that since these puppies have shown up with rebates, they're in the pipeline for delivery next week. While we're <em>hoping</em> that's true, we're not betting on it. Cingular has a reputation for placing rebates on phones ages before their retail availability -- heck, it's not even unheard of for rebates to expire before the phone even drops.
