That <a href="http://www.engadget.com/2011/09/27/dvblogics-boxee-app-brings-live-tv-streaming-to-the-box/">Boxee client update</a> we saw recently wasn't the only thing brewing over at DVBLogic. It was part of a wider refresh of the company's <a href="http://www.engadget.com/2010/06/18/dvblink-turns-any-atsc-or-clear-qam-tuner-into-a-networked-tuner/">DVBLink</a> products, including the final release of its Connect! server software that can stream live TV from a network-connected tuner out to Android, iOS and WP client apps with EPG and remote recording. Other improvements include the ability to connect up to eight virtual tuners to Windows Media Center, the promise of less painful WMC setup, as well as a DVBLink Remote API that will allow third parties to create clients for other devices. Okay, so <a href="http://www.engadget.com/tag/symbian3">Symbian^3</a> is still just a glint in our eyes, but that <a href="http://www.engadget.com/2010/09/08/nokia-n8-for-sale-online-last-week-of-september-uk-shops-octobe/">launch date</a> is fast approaching and here's a neat little accessory to keep up excitement for the platform: the Mobile TV Headset. You know how most phones use the cord of your earphones as an FM aerial? Well, this thing does the same, only with <a href="http://www.engadget.com/all/dvb-h">DVB-H</a> teevee signals, piping them straight through into your USB-on-the-go-equipped Nokia handset. It comes with channel-changing, call-receiving, and volume controls, and will set you back &euro;40 ($51) before taxes in Q4 of this year.<br />

It's not often that you see an existing handset remixed with entirely different kinds of radios built in, so color us a bit surprised this week to see Nokia announce a new version of the <a href="http://www.engadget.com/tag/5330/">5330</a> slider this week sporting <a href="http://www.engadget.com/tag/DVBH/">DVB-H</a> mobile TV tuning compatibility. Knowing what we know of DVB-H, its presence signifies that a North American release is a straight-up no-go, which is actually a bit of a shame -- it's a slick-looking Series 40 handset with a 3.2 megapixel cam and 3.5mm headphone jack for &euro;155 (about $230) without a hint of contract or subsidy. Bad camera, poor battery life, a dodgy d-pad, ugly color -- is there anything good to say about the most well-spec'd glofiish in E-TEN's range? Well, yes: with support for not one, not two, but four mobile TV standards under its belt, you'll have a hard time finding a WinMo set out there that's friendlier to telly on the go. Plus, the <a href="http://www.engadget.com/tag/V900/">V900</a> rocks a flush VGA display and tri-band HSDPA, which are "good things" last time we checked; you're just going to have to put up with flimsy build quality and a host of software and hardware niggles to get 'em. Germany has all but abandoned DVB-H to <a href="http://www.engadget.com/2008/08/01/eu-edict-be-damned-germany-looking-more-and-more-like-a-dvb-t-h/">go with</a> its free, designed-for-TV counterpart, DVB-T, and the UK has recently <a href="http://www.engadget.com/2008/05/16/qualcomm-never-says-die-puts-cash-into-british-mediaflo-network/">hooked up</a> Qualcomm with spectrum for a MediaFLO network, so ubiquitous DVB-H is anything but a guarantee across the continent at this point. The current Norwegian plan calls for nine DMB channels to launch by winter, which may be viewed as a superior technology there because it's better able to cover rural areas in a cost-effective way than DVB-H is. For the winners of Germany's DVB-H license, though, the economics simply don't make sense; the country's carriers stone-cold gave up on the concept once they lost the license bid, instead <a href="http://www.engadget.com/2008/04/24/vodafone-germany-launching-two-dvb-t-sets-next-month/">turning to bundling DVB-T receivers</a> to steal free signals designed for plain ol' TV reception. The winning bidder, Mobile 3.0, had intended to sell users on packages costing a handful of euros a month -- but "free" is a pretty powerful word, so even if there's a marginal battery performance disadvantage with the DVB-T setup, it's going to be virtually impossible for any pay service to fight it, especially when carriers are putting zero effort into making sure DVB-H tuners are on board their handsets. Swisscom's DVB-H-based mobile TV service, Bluewin TV, is now ripe and ready for public consumption, offering up a full 20 channels of portable entertainment to subscribers who pony up the 16 Swiss francs (about $15.40) per month. With Qualcomm's <a href="http://www.engadget.com/tag/mediaflo">proprietary MediaFLO</a> digital broadcast technology rapidly gaining a mobile TV foothold in the US (thanks to <a href="http://www.engadget.com/tag/mobile%20tv">AT&amp;T</a> and <a href="http://www.engadget.com/tag/v%20cast">Verizon</a>) and Europe standardizing on <a href="http://www.engadget.com/2008/03/18/european-commission-standardizes-on-dvb-h-nokia-dances-jig-on-q/">DVB-H</a>, it seems that LG and Samsung (the once proud and gloating parents of the DMB standard) have little choice but to support the ATSC's attempt to create the <a href="http://www.engadget.com/2007/04/10/atsc-developing-its-own-mobile-dtv-broadcasting-standard/">ATSC-M/H standard</a> in the US... about three years too late. Of course, the ultimate victor will have very little to do with what's best for the consumer and everything to do with who is most successful at lobbying the government. Oh, did that sound bitter? While some manufacturers <a href="http://www.engadget.com/2008/04/16/nokia-mobile-tv-success-is-a-little-harder-than-we-thought/" target="_blank">stay home pouting</a> about mobile TV's slow uptake in Europe, Samsung isn't giving up on the Euro DVB-H market just yet, hoping to entice viewers with better features. The company's new SGH-P960 adds integrated DVR functionality, like pausing live TV when it rings, meaning you won't miss any of the action on the slider's 2.6-inch, 240 x 320 screen. Other TV niceties include picture-in-picture, an on-screen programming guide, and an integrated Bang &amp; Olufsen amplifier. Motorola just announced a new portable DVB-H TV to followup its <a href="http://www.engadget.com/tag/dh01">DH01</a>. The name? DH02, of course. The new mobile TV now features a GPS receiver and Tele Atlas maps, an HSDPA / GPRS back-channel for interactive media, and new "auto-flip" portrait to landscape (presumably via accelerometer) touch-screen display of unspecified dimensions. The UI takes advantage of the touch-screen with an "intuitive click, drag, and scroll" navigation. Moto does call the WQVGA display high-resolution -- which is anything but <em>high</em> if the DH02 carries the same 4.3-inch display of the DH01. Motorola also likes to call the DH02 a PVR since it includes a 5 minute buffer for timeshifting, live pause, and frame grabbing. Thing is, while the former DH01 could record video, that capability is not mentioned anywhere in the DH02 press release. Perhaps the microSD slot is dedicated to GPS maps now, instead of recording space. It does offer Bluetooth and, uh hem, "stunning" video playback. Really moto, stunning video from a sub 30fps play rate in a 480 x 272 resolution? The move is expected to accelerate the deployment of mobile television services across Europe in the same way that GSM standardization in the early 90s gave Europe a head-start on backwater cellular locations like North America. <a href="http://www.engadget.com/2007/12/20/nokias-n96-gets-spotted-photographed/">Rumored</a> for a few weeks now as the <a href="http://www.engadget.com/tag/n95">N95's</a> successor in waiting, the mighty N96 dual slider has gone all official on us at Mobile World Congress today. Though the phone it replaces is still a beast by any measure, the N96 pushes the envelope further by packing a solid 16GB of storage internally in addition to a microSD slot, something the N95 8GB lacks. The 5 megapixel autofocus camera with Carl Zeiss Tessar lens carries over, but there are now two LEDs doing flash and video light duty. The 2.8 inch QVGA display will come in handy for the integrated DVB-H mobile TV tuner, while a 3.5mm headphone jack, A2DP, and integrated stereo speakers should handle audio with aplomb. Other features include WiFi, AGPS, and morphing lights on the smaller second slide that hook the user up with game controls when it's time to relax with a little <a href="http://www.engadget.com/tag/NGage/">N-Gage</a> action. Given that Aloha's <a href="http://www.engadgetmobile.com/search/?q=Hiwire%20">Hiwire</a> trials for DVB-H-based mobile TV have been playing in the 700MHz arena, we suspect this could spell doom for the whole project -- and on the heels of <a href="http://www.engadgetmobile.com/2007/07/23/crown-castle-leases-modeos-airwaves/">Modeo's collapse</a>, very likely spells doom for DVB-H on the whole in the US. Though that's great news for Qualcomm and DVB-H competitor MediaFLO, it's awful news for the prospect of a global mobile TV standard, closely (if not eerily) following what happened years back with the European Union's selection of GSM and the rise of CDMA in North America. For its part, AT&amp;T says it's going to use its newfound airwaves -- which cover 72 of the top 100 US markets -- for "broadcast video or for two-way communications such as voice, data or multicast content." Motorola's really nerding out about <a href="http://www.engadget.com/tag/DVBH/">DVB-H</a> here, but if you look past all the tech speak, it turns out Motorola is prepping an actual product to support its mobile TV efforts. The DH01 sounds pretty much exactly like one of those <a href="http://www.engadget.com/tag/dmb">South Korean portable digital TVs</a>, only this one's silicon runs red white and blue. That's right, 2008 means mobile TV is finally going to come into its own in the States, and the DH01 isn't a bad way to kick off the year. The unit sports a 4.3-inch screen, displays video at 25fps, can record TV to and play various media from SD cards, and lasts four hours in the battery department. The idea is that the chip's radio would talk to your WiFi at home, hand over the data to WiMAX if you hit the road, and also allow you to pull down digital television while staying mobile -- without having to use an array of separate radios or silicon. This should open up a whole new vista of possibilities for time-wasting activities, so whenever manufacturers want to get this into our phones / laptops, just say the word. On the surface, arguments within the EU's hallowed chambers appear to center around concerns that DVB-H's selection is arbitrary (and when we say "arbitrary" we mean "heavily backed by Europe's own Nokia") and that the powers that be should let the market shake itself out; in reality, though, a large bit of the contention likely has to do with the fact that Germany, the UK, and others have all already kicked off systems <a href="http://www.engadget.com/2006/05/31/debitel-launches-samsung-p900-t-dmb-in-germany/">using the rival DMB standard</a>. The European mobile phone community was rocked by the news today that <a href="http://www.engadget.com/tag/DVBH/">DVB-H</a> (or Digital Video Broadcasting - Handheld) is set to become the new standard for mobile TV across the Union. The technology -- a superset of <a href="http://www.engadget.com/tag/DVBT/">DVB-T</a> -- has been spearheaded by <a href="http://www.engadget.com/tag/Nokia/">Nokia</a>, and this move is meant to help widen the system's audience. Though the move has been opposed by some EU states, such as Germany and Britain, the standard is being pushed through. "DVB-H will be published by the Commission in the list of official EU standards," said an EU executive, adding that, "As a result, all EU Member States will have to support and encourage the use of DVB-H for the launch of mobile TV services, thus avoiding market fragmentation and allowing economies of scale and accordingly affordable services and devices." Launch channels include mega-hits like Africa Magic, Africa Big Brother, and SuperSport Update, with a grand total of 10 stations at launch running 1,000 Kenyan shillings (about $15) a month. Deutsche Telekom's T-Systems unit is the lucky recipient, a logical move considering that the company has apparently had a DVB-H trial running in Berlin since 2005. The build-out is expected to start in early '08, with all of Germany's state capitals getting the hookup by year end; the remainder of the country's going to take a good long while, though, with 90 percent of the populace getting covered by 2015 (geez, how do we know DVB-H is even going to be relevant by then?). Using an <a href="http://motorola.engadgetmobile.com/2006/04/29/lg-u900-announced-for-hutchison-in-italy/">LG U900</a> for service, RCR ran around Sin City comparing Hiwire's efforts to Verizon's MediaFLO-based VCAST TV -- a service that's been live for much of this year -- and found that the two were pretty much a wash for user experience. Hiwire's 24 channels of mind-numbing entertainment bests VCAST TV's lineup by a wide margin, but VCAST TV took significantly less time to switch between those channels (2 seconds compared to about 5); interestingly, though, VCAST TV seemed to be about 5 seconds delayed behind Hiwire, so it's a tradeoff. US mobile TV market, having already bagged two of the four national carriers while the other two -- Sprint and T-Mobile -- spin their wheels in trials. On the other side of the fence, though, lies DVB-H, the Europe-wide standard that has inexplicably found virtually zero carrier love in States despite broad manufacturer support. Presently, the US' meager DVB-H efforts are represented by <a href="http://www.engadget.com/2006/10/24/t-mobile-joins-hiwire-for-mobile-tv-test/">Hiwire's trials</a> alone now that Modeo's slipped its mortal coil and gone to that Big <a href="http://www.engadget.com/2006/08/30/fcc-blesses-htc-foreseer/">HTC Foreseer</a> in the Sky; that could be about to change, though, with ICO and Clearwire announcing that they'll be bringing a DVB-H trials Raleigh, North Carolina and Las Vegas early next year. Two DVB-H supporters is clearly better than one in the effort to better balance the Qualcomm juggernaut here, but we still need a carrier deal or two to lock it all up. Amongst the mobiles that we could hear more about (officially) in the coming day is the Cyber-shot-branded "Victoria" -- which will supposedly be 14-millimeters thick and sport a 1.9-inch QVGA screen, five color options, and a 128MB M2 card bundled in -- and the still elusive "Veronica." Additionally, we could also be treated to the W350, a <a href="http://www.engadget.com/search/?q=Cyber-shot">Cyber-shot</a> clamshell / Cyber-shot slider, and new "accessories" to boot. The company has announced that it has leased Modeo's bandwidth -- you know, the stuff it needs to actually offer a mobile TV service -- to two venture capital firms for $13 million a year, with an option to renew the lease for another 10 years or acquire the spectrum outright in 2013. As the EU's telecom commish points out, Europe is now to DVB-H what it did to GSM years ago, pushing an open, homegrown solution at a time when others (<a href="http://www.engadget.com/search/?q=mediaflo">MediaFLO</a>, hint hint) are trying to make inroads, so "wait-and-see is not an option." Of course, other motivating factors to get this fleshed out now are the Beijing Olympics and the European Football Championship, both events that many Europeans would probably like to have the option of catching on their phones. For all practical purposes, the choice was little more than a formality; despite lobbying from South Korea for adoption of T-DMB, DVB-H was already gaining ground as the <em>de facto</em> protocol across most European countries (Germany being a <a href="http://www.engadget.com/2006/05/31/debitel-launches-samsung-p900-t-dmb-in-germany/">notable exception</a>), and it certainly helps when Nokia and the EU itself have both poured money into its development. Qualcomm's MediaFLO appears to have come in a distant third place, having being eliminated early on by the EU for representing a "proprietary solution." Joining the slew of other handhelds computers that surfaced at <a href="http://www.engadget.com/tag/Computex/">Computex</a> is the Ruggedbook PC657 from Samwell, which does indeed pack a beefy shell to protect the innards from whatever comes its way. The seven-inch <a href="http://www.engadget.com/tag/UMPC/">UMPC</a> includes a 800 x 600 resolution touchscreen, a 1.2GHz VIA <a href="http://www.engadget.com/search/?q=C7M">C7M</a> processor, Windows XP Professional, a PCMCIA slot, SDIO / MMC slots, 802.11b/g WiFi,<a href="http://www.engadget.com/tag/Bluetooth/"> Bluetooth</a> 2.0, a fingerprint scanner, and an integrated camera. Additionally, it'll handle up to 1GB of RAM, offers up your choice of 30, 60, or 80GB 1.8-inch hard drives if you're not kosher with the built-in 2GB/4GB/8GB flash storage option, and allows you the luxury of slipping a DVB-H tuner or GPS module into the PC Card slot if you so desire.
