This time, <a href="http://www.engadget.com/tag/vodafone/">Vodafone</a>'s cutting into Orange's <a href="http://www.engadget.com/2012/05/31/orange-san-diego/">Intel excitement</a> with the Smart II; an update to its <a href="http://www.engadget.com/2011/05/23/vodafone-smart-touts-beauty-over-brains-despite-its-name-video/">wallet-happy Android device</a> from 2011. The UK carrier even let us get some hands-on time with the pebble-sized phone. While the specifications (800MHz processor, 3.2-inch screen) aren't going to wow, at &pound;70 (around $109) it could reel in plenty of feature phone graduates. While the reduced RAM specification is proving tricky with <a href="http://www.engadget.com/2012/05/28/angry-birds-wont-work-on-windows-phones-with-256mb-ram/">some apps</a>, the <a href="http://www.engadget.com/2012/02/27/nokia-lumia-610-hands-on-video/">Lumia 610</a> has some strong points, arriving with WiFi tethering out of the box and a raft of Nokia's impressive <a href="http://www.engadget.com/2011/10/26/nokia-announces-drive-mix-radio-cloud-services/">home-made apps</a>. We're putting the phone through its paces for review now, so you can expect our verdict pretty soon. The Lumia 610 will be available across Vodafone, Orange, O2, T-Mobile and Three, in a choice of white, cyan, magenta and black finishes. That chatter just grew decidedly louder and more formal: Vodafone UK is now telling <em>Pocket-lint</em> that only the 16GB Marble White version will hit the high streets this week, with as many as two to four weeks before any Pebble Blue variant, or even 32GB white models, are ready to go. There isn't much comfort if you decide to turn elsewhere, either. With a few exceptions, third-party shops are all warning of at least slight delays for blue models that range from June 5th at Clove to a somewhat ominous-sounding "to be confirmed" at Handtec. Samsung is still quiet about what's triggering the delays, although <a href="http://www.engadget.com/tag/NegriElectronics/">Negri Electronics'</a> founder Ryan Negri is claiming that different regions have been short-changed on different colors. height: 399px;" /></a></p><p> The British clearly didn't waste any time once <a href="http://www.engadget.com/2012/05/10/samsung-galaxy-s-iii-uk-pre-order/">pre-orders</a> opened up for the <a href="http://www.engadget.com/2012/05/03/samsung-galaxy-s-iii-preview-hands-on/">Galaxy S III</a>, which just broke through pre-order records for at least one carrier and one retailer in the country. <a href="http://www.engadget.com/tag/CarphoneWarehouse/">Carphone Warehouse</a>'s chief commercial officer <span>Graham Stapleton </span>says that the quad-core, 4.8-inch flagship is the quickest-moving pre-order of the year "so far," while <a href="http://www.engadget.com/tag/Vodafone/">Vodafone</a> UK adds that the new Galaxy is its most pre-ordered Android device to date. Without hard numbers, though, it's difficult not to couch the successes in relative terms: both are using conditional language that makes clear neither record is absolute and that they might be eclipsed by companies with a <a href="http://www.engadget.com/2011/10/10/apple-iphone-4s-pre-orders-exceed-one-million-in-first-24-hours/">knack for building early demand</a>. But, in Europe, they've had to make do with the lame ol' HSPA+ One X. That is, until now. German carrier Vodafone has announced that it'll be the first to bring the XL home, complete with triband LTE in tow. Just like the American "<a href="http://www.engadget.com/2012/05/01/htc-one-x-for-att-review/">One X</a>," the new Euro XL ditches the quad-core Tegra 3 for a 1.5GHz dual-core S4, primarily because the NVIDIA solution doesn't support LTE. Though, as an added bonus, we're sure it helps extend the life of that 1,800 mAh cell inside. Vodafone will get the handset first in early June in a nice matte black, while Deutsche Telekom and O2 Germany will score the device later -- potentially in white. Among the features, one can specifically set which hours during the day that the phone can be operated (the only exception being calls to mom or dad), which websites can be visited and who the child may contact. Further in the name of safety, all picture and video messages are disallowed from the get-go, and parents can even review their children's text messages -- even after they've been deleted. The Bemilo service runs &pound;2.95 per month, on a month-to-month basis, whereas calls and voicemail access are charged at 10 pence per minute. Text messages run a similar 10p, but data usage will be levied at a steeper 25p per megabyte -- cost-conscious parents may wish to nix this usage entirely. Bemilo's required SIM card may be purchased either directly through the company's website or its partner, <a href="http://www.engadget.com/tag/carphonewarehouse">Carphone Warehouse</a>. The British carrier has started deploying a full 42Mbps to "major" cities on the isle, most likely including London as one of them. <a href="http://www.engadget.com/tag/Vodafone/">Vodafone</a> would argue that going dual-carrier is old hat, having started a year earlier, but it's also peaking at 28.8Mbps -- and frequent data advocate <a href="http://www.engadget.com/tag/Three/">Three</a> doesn't start its own proper 42Mbps deployment until the summer. That'd be no big deal, perhaps, were it not for rival NVIDIA's benchmark-stealing <a href="http://www.engadget.com/2012/03/22/nvidia-geforce-gtx-580-review-round-up/">GeForce GTX 680</a>, which autonomously adjusts its clock speed on the fly and easily hits 1.2GHz under the right conditions. But while NVIDIA has yet to roll out its full stack of 28nm cards, AMD is finding plenty of time to play <a href="http://www.engadget.com/2012/03/22/nvidia-geforce-gtx-580-review-round-up/">catch-up</a>. According to Australian site <em>Atomic MPC</em>, the company has revealed that the manufacturing process of its next-gen GPUs has improved to the point where the same average voltages can yield much higher clock speeds. Recent chips can reach 1.25GHz without struggling, which means a conservative "GHz Edition" of the 7970 can now safely be rolled out, of course with scope for much higher overclocking on third-party boards with more robust coolers. Although details and specific availability vary from carrier to carrier, retailer Carphone Warehouse currently lists a SIM-free preorder price of &pound;499.95. While Orange didn't mention any other details than that it will offer the phone, Vodafone has revealed that beyond the 16GB edition, it has a timed month long exclusive on the 32GB version. On Three, preorders open tomorrow, May 4th, with the all-you-can-eat data One plan for <span>&pound;34</span> monthly. The phone will launch May 30th in the UK, a day after the May 29th global release date. However, Vodafone's just put up a page indicating the carrier will, indeed, get the new superphone and is letting you register for updates on its status. If successful, it'll gain a national fibre-optic broadband network (separate to <a href="http://www.engadget.com/2012/04/12/bt-infinity-speed-bump/">BT</a> and <a href="http://www.engadget.com/2012/01/11/virgin-media-to-double-broadband-speeds-this-year-bt-smirks/">Virgin Media's</a>), a large portfolio of business customers and a backbone venture that connects 150 countries with undersea cables. The latter will probably be sold off so that Vodafone can concentrate on winning more enterprise customers from its rivals while also easing the burden on its own network. He'd entered into talks with <a href="http://www.engadget.com/2008/11/10/atandt-blackberry-bold-hands-on/">AT&amp;T</a>, <a href="http://www.engadget.com/2012/01/09/verizon-launches-blackberry-curve-9370/">Verizon</a> and several European carriers to offer them use of the company's <a href="http://www.engadget.com/2011/10/12/rim-clarifies-global-service-outage-doesnt-provide-eta-for-res/">BlackBerry-exclusive network</a> to provide limited data plans to featurephone users that included social networking and <a href="http://www.engadget.com/2012/04/11/twitter-and-facebook-for-blackberry-get-bbm-connected-bbm-gets/">BBM</a> -- with the aim of reducing the cellphone operators data burden and coaxing users to upgrade to smartphones. The company was working on <a href="http://www.engadget.com/2012/04/03/blackberry-mobile-fusion-ios-android/">Mobile Fusion</a>; software that allowed enterprise and government users on iOS and Android devices to join RIM's system, which reportedly earns the company $1 billion per quarter. However, while talks progressed, company execs grew nervous and ousted him in favor of <a href="http://www.engadget.com/2012/03/29/rim-ceo-thorsten-heins-laying-off-executives-earnings-report/">Thorsten Heins</a> with a mandate to focus on <a href="http://www.engadget.com/2011/12/15/rim-blackberry-10-smartphones-wont-arrive-until-end-of-2012/">BB10</a> and <a href="http://www.engadget.com/2012/04/12/rim-phone-dock-patent-app/">new devices</a> rather than turning RIM into a service company. However, given that it's still losing money on its handset business, Heins has reopened the door to Balsillie's plan. Just like SMS, it's a protocol baked into <a href="http://www.engadget.com/2011/07/01/gsm-turns-20-today-still-rocking-the-world/">every GSM phone</a>. Unlike SMS, it allows session-based, real-time communication between a handset and an operator's USSD gateway -- without the store and forward mechanism required for text messaging. Basically, it's a simple way to enable data connectivity on phones without deploying an actual data network and while it's pretty slow, it may be monetized.<br /> <br /> We met with <a href="http://www.engadget.com/tag/Myriad/">Myriad</a>'s VP of Business Development Olivier Bartholot at <a href="http://www.engadget.com/tag/MobileWorldCongress/">Mobile World Congress</a> who gave us a demo of Myriad Updates, a solution based on the company's Xumii back-end that delivers social networking services like Facebook, Twitter and Flickr to any GSM handset via USSD. This means no data plan is required and there's no app to install or cumbersome SMS-based UI to deal with. Myriad's partnering with Vodafone, Orange and Mobinil to provide social networking access to customers in <a href="http://www.engadget.com/2012/02/11/egyptians-and-their-gadgets-in-2012/">emerging markets</a> who may be using very low-end devices (like the <a href="http://www.engadget.com/2010/06/03/nokias-c1-and-c2-series-try-hard-not-to-break-even-the-smallest/">Nokia C1</a> above) with limited or no data functionality. Naturally, this is a win for developers, since eliminating the need to pre-purchase Credits or enter card information will result in an increased number of impulse purchases -- and let's face it, there's no line item for <em>FarmVille</em> in the monthly budget. Quite a few carriers appear to be on board -- AT&amp;T, T-Mobile and Verizon in the U.S.; Deutsche Telekom, Orange, Telefonica and Vodafone in Europe; and KDDI and Softbank in Japan -- so it looks like devs should have plenty of reasons to celebrate. Somewhere out there in <em>Romania</em> is an HD8.  Or at least it seems that way, according to recent device statistics captured on the Windows Phone app, "...I'm a WP7!"  A report over on <em>WPCentral </em>pegs the rumoured HTC phone as running <a href="http://www.engadget.com/2011/12/11/refresh-roundup-week-of-december-5-2011/">Build 7740</a> -- which we've seen hit the <a href="http://www.engadget.com/2011/10/11/htc-radar-review/">Radar 4G</a> and <a href="http://www.engadget.com/2010/10/20/htc-hd7-review/">HD7</a> -- on Vodafone's network and could very possibly launch with Microsoft's next mobile platform <a href="http://www.engadget.com/tag/Windows+Phone+Apollo/">Apollo</a> on board. A spectrum auction looms on the horizon in the Netherlands, but three of the country's largest players may be excluded from participation. As you know, earlier this week, Dutch authorities <a href="http://www.engadget.com/2011/12/06/t-mobile-vodafone-and-kpn-raided-in-dutch-price-fixing-probe/">raided the offices</a> of KPN Mobile, T-Mobile Netherlands and Vodafone Netherlands in a price-fixing investigation. The Netherlands Competition Authority (NMa), which carried out the raid, stressed that its visit does not mean the operators are guilty of collusion or hint at the outcome of its investigation.<br />

Now, Dutch lawmakers and the country's Minister of Economic Affairs must come to a decision about the auction that's set to take place in the spring of 2012 -- which is likely to be well in advance of any final report from the NMa. One option tossed around has been to postpone the auction, though, as lawmakers point out, this could hinder the development in the mobile space and further limit competition. Alternately, had any of the named companies actually profited from the alleged collusion, there's a risk that these monies could be used to purchase additional spectrum and further extend their dominance. Details are pretty slim at the moment, but it appears that <a href="http://www.engadget.com/tag/vodafone">Vodafone</a>, <a href="http://www.engadget.com/tag/kpn">KPN</a> and <a href="http://www.engadget.com/tag/t-mobile">T-Mobile</a> are among the companies that have been raided by Dutch regulators in a price-fixing investigation. The country's competition authorities, NMa, swept through the carriers' offices as part of a probe into alleged "cartel agreements" exposed by whistleblowers. All three of the companies have agreed to cooperate with the investigation and have denied wrong doing but, they're starting with a dark cloud of suspicion hanging over their heads already. It was only ten years ago that the same three mobile operators were fined for illegally coordinating on pricing and fees. You knew that NFC hardware can be <a href="http://www.engadget.com/2011/03/29/gemalto-bringing-nfc-payments-to-phones-of-any-intelligence-with/">embedded</a> into SIM cards, right? <a href="http://www.engadget.com/2011/06/10/engadget-primed-what-is-nfc-and-why-do-we-care/">Right?</a> Regardless of whether you've been paying attention, the practice is about to become a <em>whole</em> lot more common, as 45 of the world's largest mobile operators have extended their support for the <a href="http://www.engadget.com/tag/gsma">GSM Association's</a> standard. Among the networks, you'll find heavy hitters such as China Mobile and China Unicom (which account for nearly 800 million subscribers between the two), along with familiar names such as America Movil, AT&amp;T, Deutsche Telecom, KPN, Orange, Rogers, SFR, SK Telecom, Softbank, Telus, Verizon and Vodafone. Even <a href="http://www.engadget.com/tag/isis">Isis</a>, the unholy mobile payment lovechild of AT&amp;T, T-Mobile and Verizon, has pledged its support... in hopes of taking your money, that is. The new standard is expected to drive the proliferation of NFC across the globe, with Anne Bouverot, Director General of the GSMA commenting, "Mobile operators, working together, are ideally positioned to roll out services based on the requirements published by the GSMA, providing proven security and interoperability, global reach and customer care for consumers and businesses and a secure platform for service providers." This time, version 5.11 makes one critical feature change: it offers different-sized maps for phones with different screen resolutions. Thus, if you have a 3.5-inch HVGA screen, you're not forced to download a map designed for a 4.3-inch qHD display, saving space on your phone in the process. 		Vodafone 360, <a href="http://www.engadget.com/2009/09/24/vodafone-debuts-360-online-platform-h1-and-m1-limo-based-handse/">launched in 2009</a> as a LiMo-based cloud synchronization and backup service, will be officially closed by the end of the year. The carrier stopped <a href="http://www.engadget.com/2010/07/28/vodafone-360-limo-handsets-are-no-more-probably-not-missed-by-m/">developing handsets</a> that took advantage of the plan last year, so it really was a matter of time before this happened. 		Sprint announced a new plan called Wireless CapTel that's designed for those who are hard of hearing. The service, which can be used on Android devices, allows the caller to view conversations in real time as word-for-word captions on their phone's screen. If you don't know what <a href="http://www.engadget.com/tag/ubuntu">Ubuntu</a> is by now, we're not sure what tech blog you're reading -- 'cause it <a href="http://www.engadget.com/2011/10/13/ubuntu-11-10-oneiric-ocelot-now-available-to-download/">sure</a> <a href="http://www.engadget.com/2011/06/29/ubuntu-demonstrated-running-on-galaxy-tab-10-1-summarily-dubbed/">isn't</a> <a href="http://www.engadget.com/2011/06/03/ubuntu-to-hit-eee-pcs-take-on-microsoft/">this</a> <a href="http://www.engadget.com/2011/04/28/ubuntu-11-04-natty-narwhal-brings-new-unity-ui-controversy-to/">one</a>. Ok, so finding a computer with the world's most popular Linux distro preloaded on it isn't exactly easy (there aren't any lurking in your local Best Buy, that's for sure). But, tracking down a machine running the Ocelot in South Africa will be getting a bit simpler. The country's <a href="http://www.engadget.com/tag/vodafone">Vodafone</a> affiliate, Vodacom, launched the Webbook -- a 10-inch laptop running Ubuntu 11.10 on a Cortex A8-based Freescale i.MX51 processor (likely 800MHz). Inside is also 512MB of RAM and 4GB of flash storage, enough for basic browsing. The Webbook is available now, starting at R1,499 (about $190) for just the device, and climbing up to R1,899 (about $245) for the Webbook, modem and 100MB of monthly data for 12 months. There's also an on-contract option, which nets you the pile of hardware, plus 500MB of data for R189 a month and a two year commitment. The latest product off Samsung's near-constant conveyor belt, the <a href="http://www.engadget.com/2011/09/12/samsung-galaxy-y-coming-soon-to-vodafone-uks-budget-lineup/">Galaxy Y</a>, has been spotted loitering around Vodafone UK stores. The "<a href="http://www.engadget.com/2011/08/24/samsung-debuts-new-galaxy-lineup-refines-naming-strategy-along/">youth</a>"(translation: entry-level) smartphone arrives with a slightly better spec sheet than the Korean giant's cheapest Android phone, the <a href="http://www.engadget.com/2011/01/26/samsung-galaxy-ace-galaxy-fit-galaxy-gio-and-galaxy-mini-fill/">Galaxy Mini</a>, although you shouldn't expect a load of <a href="http://www.engadget.com/2011/04/28/samsung-galaxy-s-ii-review/">GS II-eque</a> features. The petite handset includes a two megapixel camera, a three-inch touchscreen, an 832MHz CPU, and the typical wireless medley of Bluetooth, 801.11 b/g/n WiFi and GPS -- all packed into a 3.5 ounce shell running Google's Gingerbread OS. It's been a tumultuous week for Apple followers, but the earliest opportunity to snag the company's new slab opens up in just a few hours. Without an extended review, we've done what we can by <a href="http://www.engadget.com/2011/10/04/iphone-4s-hands-on/">asking Siri to understand our most random queries</a>, <a href="http://www.engadget.com/2011/10/06/how-much-will-the-iphone-4s-plans-set-you-back-on-sprint-verizo/">breaking down the costs / benefits</a>, and even <a href="http://www.engadget.com/2011/10/05/poll-will-you-be-getting-an-iphone-4s/">leaving it up to the masses</a>. Decision time is upon us, so if you've just got to be first to order an <a href="http://www.engadget.com/tag/iPhone4S/">iPhone 4S</a> then either make it a late night or set an early alarm for 3AM ET -- we'll do you one more solid by linking up the US and Canadian carrier pages below (other international providers have only listed notification sign ups so far, but don't worry, we've got them here too.)<br />

<strong>Update</strong>: And they're off! As of a few minutes after 3, all the US carrier's sites are taking preorders as well as Vodafone in the UK, although word is AT&amp;T and Sprint's servers are overloaded so be patient. The Apple store went down for updates around midnight (ET) and is still down, but we'll update again once it's open for business.<br />

Whether you're a spendthrift or just happened to be down at the shops, Phones4U had an <em>extra early</em> bird special this past weekend. Turns out the mobile retailer had received stock of both the <a href="http://www.engadget.com/2011/09/01/htc-titan-and-radar-wp-7-mango-phones-revealed-we-go-hands/">HTC Titan and Radar</a> ahead of the planned October 7th launch date, and did what any good commercial enterprise would -- they put'em up for sale. If you're down with carrier chains, you can snatch both handsets in-store or online <em>gratis</em>, with a contracted monthly fee on Orange, T-Mobile or Vodafone (for the Titan only). For the no SIM attached route, you'll have to practice a wee bit more patience, and wait until this Friday when Clove will offer the <a href="http://www.engadget.com/2011/09/27/windows-phone-7-5-mango-review/">Mango</a> phones at full price -- &pound;489 and &pound;329, respectively. Data Test Drive gives you three months of unlimited, kid-in-a-candy-van access for as much mobile <a href="http://www.engadget.com/tag/twitter/">Tweeting</a>, <a href="http://www.engadget.com/2011/07/14/spotify-us-premium-service-hands-on/">Spotifying</a> and <a href="http://www.engadget.com/tag/YouTube/">YouTubing</a> as your eyes and ears can handle. At the end of that period, the company will let you know if your current data plan would cover your usage and provide the option to increase if necessary. The program's only open to new customers, and there's no mention if you can down-shift your charges if you sip miserly at your data. 		Softbank (Japan) looks ready to land the ZTE Lord V882, which appears to be an Android device running on Gingerbread, and comes packed with a 1GHz CPU, 512MB of RAM, 3.8-inch LCD at WVGA resolution and a 5MP camera. 		NTT DoCoMo and Orange have teamed up to offer the Sharp AQUOS SH80F, which features dual 8MP stereoscopic cameras and claims to be the world's first Android device capable of converting 2D content into 3D in real time. It'll first be launched in France on October 6th and will follow to other European and Asian countries shortly after. Just three days ago, the <a href="http://www.engadget.com/2011/09/26/zte-smart-tab-7-reveals-its-google-back-tattoo-for-the-fcc/">ZTE Smart Tab 7</a> strolled through the FCC, flashing a Google-branded tramp stamp, and now its older sibling, the Smart Tab 10, is following suit. The probable 10-incher isn't revealing a whole lot, but it does have the same Bluetooth, WiFi and 3G logos riding on its lower back. It's also sporting what looks to be a back-facing camera in the upper-right corner, just like little sis. What's more, this filing lists the tablet as the <a href="http://www.engadget.com/tag/vodafone">Vodafone</a> Smart Tab 10, which further confirms our suspicions that this and the Smart Tab 7 are the same Honeycomb tablets announced by the carrier at IFA.
