    It's only been five days since it's gotten the official go ahead, but AT&T's wasted no time in completing its acquisition of a swath of 700MHz spectrum from Qualcomm. Those airwaves, which formerly powered FLO TV, were purchased for a cool $1.9 billion and will now be repurposed to bolster Ma Bell's LTE network. It might not have been everything the carrier had hoped for, but some additional spectrum is better than none, right? Possibly the shortest press release you'll ever see awaits after the break.

    Christmas has come early to the execs at AT&T, who are likely celebrating the FCC's 3-1 approval to purchase Qualcomm's block of the 700MHz spectrum for $1.9 billion. The news comes as a bittersweet victory for Ma Bell, whose efforts to acquire T-Mobile turned sour earlier this year. Qualcomm's block of the airwaves, once used to facilitate FLO TV, now sits unused. Once the acquisition is complete, AT&T will use the new share of spectrum to increase download capacity for its burgeoning LTE network. For the FCC's part, it has approved the deal with only a few stipulations: AT&T will be required to satisfy interference requirements and must offer data roaming to its competitors on the spectrum. That's not to suggest everyone's pleased, however. Rural cellular providers asked that, as part of the deal, AT&T must ensure that its LTE network is interoperable with the bands used by smaller networks. Sadly, the FCC has denied this request, ostensibly limiting the little guy from receiving Ma Bell's hand-me-downs. Update: AT&T has gone ahead and released a wee bit of celebratory PR, which we're including after the break. Most importantly, it expects to wrap up the finer details in the next few days.

    We'll admit, trying to decipher wireless spectrum can be a frustrating and exhausting process. Who owns what, and where? Fortunately, Anthony Fiti of Spectrum Omega has put together a Rosetta Stone Google Map indicating how much spectrum each carrier owns in the lower 48 states, the frequencies they own and where it's all located. While it's by no means 100 percent accurate due to various complexities in how some spectrum is shared between carriers, and there's no promise of it being continually updated yet, it's still the most comprehensive visual guide we've seen outside of the FCC site.   • Cox Communications sells 20MHz wireless spectrum to Verizon for $315 million

    Hot on the heels of its acquisition of a glut of AWS licenses from cable giants Comcast, Time Warner and Bright House for a few billion, Verizon's at it again. This time, Big Red's grabbing a swath of 20MHz AWS spectrum from Cox Communications for a tidy $315 million. In a separate agreement, Cox and VZW will begin selling each other's services as well. Of course, this is all pending FCC approval, but it looks like this latest purchase will have Verizon only further extending its LTE lead over Ma Bell.

  • Microsoft's SpecNet promises to seek out unused wireless spectrum

    Microsoft's been toying around with hardware for so-called white space spectrum for some time now, and it's now back with another fairly ambitious scheme. Dubbed "SpecNet," the hardware in this case in actually a network of spectrum analyzers that would seek out and map where spectrum is available and where it's not, and let unlicensed devices use it when it's available. Of course, that's still all a bit theoretical, and it does face a few significant hurdles. Those spectrum analyzers, for instance would cost between $10,000 and $40,000 apiece, and you'd obviously need a lot of them for a nationwide network, although Microsoft suggests that they could be set up on an ad hoc basis and assigned to different areas for a specific time period.   • AT&T buys Qualcomm's FLO TV spectrum for a cool $1.9b, promises 4G awesomeness

    Qualcomm and AT&T are no longer talking about a deal, they've agreed to one: pending regulatory checks and other closing conditions, the wireless spectrum that was once dedicated to FLO TV will now be transferred into AT&T's ownership in a $1.925 billion deal. Located in the lower 700MHz range, this bit of wireless space is said to cover more than 300 million people nationwide and AT&T expects it to play an important role in its future 4G network rollout and development. All that due diligence housekeeping will take the two companies a little while, with the deal expected to be finalized in the latter half of 2011, but at least we can rest assured that AT&T's serious about not being left behind.

  • FCC's Spectrum Task Force makes first snatch-and-grab, kidnaps up to 90MHz from satellite band

    Even if you're the Federal Communications Commission, freeing up half a gigahertz of wireless spectrum isn't an easy task, but things become easier when you have top men on the job. The FCC's freshly deputized Spectrum Task Force may have just proven its worth, by shifting up to 90MHz from mobile satellite services to cellular broadband. To placate those who might be opposed to the measure, the FCC says it "remains firmly committed" to rural, emergency and government satellites, plus points out precedents like the SkyTerra LTE deal in March... but interestingly the Task Force neither mentions support for commercial satellite uses, nor which companies stand to gain the freed spectrum this time.   • Australia to pay Telstra A$11 billion for entire copper network

    The Australian government just found the infrastructure for its A$43 billion national broadband project and eliminated its largest competitor in one fell swoop -- pending shareholder and regulator approval, Telstra will receive A$11 billion of that money in exchange for its entire landline network. Telstra will decommission its monopoly of copper cables to make room for the government's fiber and migrate its customers to the resulting 100Mbps National Broadband Network (NBN) as those light-bearing threads roll out. While Telstra might become a smaller player in the internet and cable business without a land network of its own, it may get even larger in the wireless space -- the company says it's received "written confirmation from the Prime Minister" that it can bid on a chunk of precious LTE spectrum should the deal go through.   • FCC expects 700MHz 'D Block' to see auction in 2011

    Birds fly, grass grows, and the FCC auctions off wireless spectrum. It's just one of those inevitable facts of life. In 2008, the Commission sure sold plenty of the stuff, with both AT&T and Verizon trading billions of dollars for enough building-penetrating 700MHz bandwidth to start LTE networks (that's 4G, vaquero!) as early as next year. One huge chunk of spectrum didn't sell, however: the infamous Block 'D,' subject to a unique FCC mandate that required it to be shared with first responders and government agencies for public safety. Last we heard, 'D' was in limbo awaiting a new auction, but Reuters reports that said wait may be nearly over. According to Jamie Barnett, the FCC's Chief of Public Safety, the entity could test the waters as early as this summer, and start Auction 76 in earnest by Q1 or Q2 of 2011. Who might bid at that late date is still uncertain -- would-be 4G competitors will be way behind Verizon and AT&T by that time -- but it seems a mighty fine idea for paramedic phones to work while buried under rubble, regardless.

  • FCC starts up white spaces database, devices now inevitable

    White space devices seem likely to play a major part in the FCC's solution to the wireless spectrum crisis. Operating in the buffers between frequencies used by television broadcasts, these devices will be able to exploit TV's airspace without interfering with the incumbent users' traffic. The unlicensed utilization of white spaces has been approved going on for a year now, but really important government stuff has gotten in the way of making that vote a reality. It was only recently that Claudville, Virginia got the very first such network, and initial results show that it hasn't disrupted any of the fine, fine programming percolating the local airwaves. The only issue we see is that your WSD will need to be capable of both identifying its own position by GPS and hooking up to the database to find out what bands it may use, but then it's not like anyone sells smartphones without these capabilities nowadays, is it?

  • FCC keen on commandeering TV spectrum for wireless broadband

    We'll come right out and say it, we like Julius Genachowski. Whether you agree with the dude's policies or not, you can't deny he's pursuing them with gusto. Having already noted the insufficient carrying capacity of current mobile broadband airways to deal with incoming 4G connections, the FCC chairman is now reported to be moving ahead with plans to provide greater spectrum allocation for those purposes. Currently in the draft stage, the latest Commission proposals include a plan to reclaim airwaves from digital broadcasters (and pay them appropriately for it), which are to then be sold off to the highest bidder from among the wireless service providers. Executing the most extreme version of this plan could generate around $62 billion in auction revenues, though it would require transitioning digital TV viewers over to cable or subscription services and is therefore unlikely. Jules and his crew are still "looking at everything" and ruling out nothing, but we can probably expect to see a moderate shift of TV spectrum rights over to wireless carriers in the final plans when they're revealed in February.   • FCC tightens rules on spectrum auction discounts

    Major wireless carriers planning to partner with smaller providers in order to get discounts on the upcoming wireless spectrum landrush have just been delivered a major blow by the FCC, with the agency announcing a tighter set of rules and penalties on a practice that had been popular in past auctions. According to the new rules, smaller carriers only qualify for discounts if they lease less than 50% of their licensed spectrum to other operators, and those discounts will be "further examined" for carriers sub-leasing as little as a quarter of their spectrum. Furthermore, if a carrier goes ahead and leases too much spectrum within the first five years after they've obtained a license, they must repay the entire amount of the discount plus interest. What does this all mean for the consumer? We're not completely sure about all the specifics, but we wouldn't be at all surprised if the increased costs to the major carriers happen to trickle down to our bills.
