I believe the PSP "plug" portion is just plastic to help hold the unit in place. The specifications make mention of only three power sources:
-AC, 100-240V
-mini USB plug
-Battery (3.7V 200mA Rechargeable Li-Polymer)
The PSP's USB plug is on top, and nowhere near the headphone output jack.
The extension portion appears to be solely for passthrough purposes, so you don't have to remove the unit from your PSP when you want to use normal headphones.
I suppose you'll be able to use this with other devices, since it's battery powered.
“An engineer explained to us that hundreds of ear impressions were gathered in the name of research, and while each one obviously boasted its own unique shape and size, one single characteristic remained uniform across the board: the entrance into the ear canal is not a perfect circle, it's an oval.”
