It is illegal in Finland to sell phones locked to a provider, and all phones must be unlocked. So, if it is coming from Nokia, there will be no service provider lock-in. That evil job is left to T-Mobile and other companies that sell Nokia phones in the U.S. ;)
It's NOT illigal so sell sim locked phones in Finland. It's just not that common in here. And Nokia has made sim locked phones. It the decision of the service provider if they wish to lock the phones.
