The $30 players that you see are from scofflaws that manage to skirt those license fees, which change their brands as often as they have to to keep selling their product.
A bigger company like Nintendo cannot do that, so I'd guess a Wii would cost another $30 to get another DVD player which most people already have. I really don't think it makes sense to demand a DVD player in it because there would be better DVD players out there, or most households already have many DVD players already.
