What's the deal with new devices being announced for gps etc and on the side having the older MS CE 5.0 software rather than 6.0?

I think you're thinking of Windows Mobile 6, but it still uses Win CE 5 (5.2). Win CE 6 I don't think is used for Mobile devices.
