On large public trackers where I am more likely to find a connectble peer, no. But on small private trackers where there aren't as many people to connect to, yes. Basically what me and many others on this small private site are expieriencing is uploading for about 15-30 seconds and then dropping the connection to a peer for a minute and a half or so, and then reconnecting etc, so you get something like a sin wave in the speed section of your torrent client.
