Engadget Review

Microsoft has already proven it makes the best hardware of any Windows OEM, but the Surface would be more competitive if it ran full Windows and supported traditional desktop apps.

Frankly, the Surface 2 is a very good-looking device, and one that I would feel great using at a cafe if I ever worked in such desultory locales.

This updated Windows RT version of the Microsoft Surface features a slightly slimmer body, an updated 1.7GHz Nvidia Tegra 4 processor ... and a higher-resolution screen than the original Surface.
Product Review
GSM Arena
The Surface 2 features the same 1080p screen from the Surface Pro 2, no more 1,366 x 768 resolution that other tablets make fun of. The chipset is 3-4 times faster too and the bus speeds for memory and Wi-Fi have also been improved.
Product Review

We didn't need to do a side-by-side comparison with the original to notice how much lighter the tablet has gotten; it's easier to hold and feels less bulky too.
Product Review
PC Mag
The new Surface 2 has some familiar features, but with a revamped operating system, a faster processor, and expanded offerings for Office and cloud storage, it looks poised to be a better product all around.

The Surface 2 is much more pleasant to hold with one hand. Using the Touch Cover Typing felt much more reliable, and even intuitive.

Laptop Magazine
Overall, we’re intrigued by the new Surface 2, but still concerned by its Windows RT ecosystem. Will users want an OS that comes with Office, but can’t run all their other classic Windows applications, even if it is high-quality hardware. We’ll have to see.

As for that kickstand, it kicks into two positions (more upright and a laid-back mode). We fiddled with it a bit and found that it's quite capable and well built. No flimsy-ness here.
Product Review
TechRadar
Thanks to Microsoft Office built-in and impressive accessories, including potentially more unique covers down the line, the Surface 2 is already off to a far better start than its predecessor.
Product Review
Ars Technica
If you look at it as being a robust, secure system that's ideal for students and home users who want or need to run Office ... I think it feels a bit less expensive. The build quality and general level of fit and finish remain ahead of netbooks or other cheap laptops.
