EVE Online developer CCP is accepting applications for its Council of Stellar Management beginning today. The CSM is a democratically elected group of 14 EVE players chosen annually by their peers and tasked with maintaining "close and constant contact with EVE development." Candidates must not have "any records of serious breach of the EULA and/or TOS," CCP says in its announcement post.

CCP has published a recap of the year in EVE as viewed through the eyes of the ninth Council of Stellar Management. If you're new to EVE, it's worth noting that the CSM is an elected body of player representatives who "are in constant contact with the EVE Online dev team in order to have a front line, up to date view on features and improvements that are currently being developed for EVE." Elections for CSM X will open on February 25th and close on March 10th.

CCP released another Phoebe-focused dev diary earlier today, this one detailing the new mission objective system coming to EVE Online next month. The firm is walking a fine line between general guidance and "brain-dead instructions to follow," and as such it is asking for feedback relative to how the new feature is presented in today's diary. It's a lengthy read, but you can also see the new system in action if you log onto EVE's Singularity test shard. CCP has also delivered minutes from the Council of Stellar Management's summer summit earlier than expected. CCP Leeloo explains that the studio will make further changes to the CMS next year, starting with lengthening the winter summit and shortening the current CMS's term to better align with next year's Fanfest. Applications for CSM10 open on January 30th.

It's hard to believe that it's almost been a year already since EVE Online's 8th Council of Stellar Management was voted into office to provide feedback and ideas between players and developers, but that's the cold, hard fact. Another such fact is that the ballots are now open for CSM9. As with last year, players will vote for not just one nominee but 14 candidates ranked in order of personal preference. CCP has improved the voting interface this time around and said that it will be talking more about the vital role that the CSM plays in the game's development during the voting process.

From the better-late-than-never department, CCP brings you the minutes for the first scheduled summit of CSM8, which is shorthand for the eighth incarnation of EVE Online's player-run Council of Stellar Management. The meeting happened in August, 2013, and even though it's now January 2nd, 2014, there's plenty of info to wade through including bits on the economy, the state of balance, and EVE Valkyrie.

EVE Online game designer CCP Rise spent a couple of hours on Reddit today answering questions about the past, present, and future of CCP's space-themed sandbox. Questions ranged from incredibly broad to ridiculously specific, but some interesting tidbits did crop up as the Q&A went on. When asked about the long-delayed ability to walk around stations and interact with other players via character avatars, CCP Rise explained that the team is focused primarily on enhancing in-space gameplay and that putting people on avatar development would require too much in terms of resources and time. He also praised the current Council of Stellar Management for helping the CCP team dodge potential blunders and better understand EVE's players. The whole thing is worth a read if you're an EVE pilot or are interested in a small peek at the life of an MMO game designer.

  • How one player helped to reform EVE Online's election system

Last year EVE Online players were given the news that the standard method of voting in members of the Council of Stellar Management was on its way out, with a new voting system put in place that allowed players to rank 14 of their favorite candidates. The story behind that change is a fascinating one, relayed to us by the PA Report. In short, CSM official Trebor Daehdoow (just read that backwards) realized that the old system was proving too divisive and allowed middling personalities to get elected due to the stronger ones splitting the vote. He used his influence on the council to push for a new "Australian-style multi-seat election" to allow players to nominate several of their favorites instead. The end result was an election in which the candidates cooperated rather than competed and players had more of a say. Daehdoow is happy with the legacy that he's leaving behind: "It had exactly the results I had hoped. It elected a bunch of diverse and really hard-working, knowledgeable people. The strongest people got elected. We got the best blogger in the game, Ripard Teg. He couldn't even get elected a couple years ago. This year, because people didn't have to tactical vote, he came in second."

The results are in for EVE Online's eighth Council of Stellar Management (CSM8) as announced by Hilmar Veigar Pétursson during EVE Fanfest this weekend in Reykjavik, Iceland. Since this is the first time the Single Transferrable Vote mechanic has been used, each elected member received the necessary amount of votes (out of a total 49,702 votes) to get onto the CSM. When the council convenes for the first time, a chairman, vice-chairman, secretary, and vice-secretary will be chosen. Be sure to read the complete election results for the names of all 14 CSM8 members and more on how the votes were calculated this year.

The second day of EVE Fanfest 2013 is now underway, and the schedule is packed! Today kicks off with a highly anticipated talk on World of Darkness at 7:00 a.m. EDT, and continues with the CSM Panel at 8:00 a.m. EDT, Alliance Panel at 9:00 a.m. EDT and Art Panel at 10:00 a.m. EDT. The CSM and Alliance panels are usually filled with hilarious banter, but this year the CSM Panel happens at the same time as the Faction Warfare roundtable and a talk on DUST 514 planet conquering in lowsec. The big event today is of course the EVE Online Keynote at 1:00 p.m. EDT, where we'll find out details of the upcoming Odyssey expansion. World of Darkness is still pretty early in development, so the presentation will be talking mostly about the tools being used to build it. We're unlikely to get a release schedule or any solid gameplay demos, but with developers raving about their internal play-tests I expect to see some serious progress compared to last year. Since the CSM panel is likely being streamed, I'll try to hit up the Faction Warfare roundtable and see what CCP's current thoughts are on how to improve this aging game system.

  • EVE Online collecting player stories, CSM elections halfway over

In a lot of ways, EVE Online players are a lot like vikings. Or so CCP's new promotional video would have you believe. It draws comparisons between early Icelandic settlers carving out their place in the world to players in the galaxy of EVE Online doing much the same. It also makes the fine point that we would know nothing about the settlers of Iceland were it not for the few who took the time to write about the events of the time. The fine scholars at CCP want to preserve the history of EVE Online in a similar way, and they want players' help to do it. Internet spacefarers can go to the EVE True Stories site and submit their favorite tales, which will be voted upon by fellow players. One lucky player will even win a trip to Iceland to visit CCP's studios and take in the splendor of the country. EVE players and politicians may also want to remember that the 8th Council of Stellar Management elections are halfway done, and voting will close on April 17th (that's today!) at 7 p.m. EST (midnight GMT). So if you want to make your voice heard, head on over to the election page and cast your ballot. Also, don't forget to check out the True Stories video after the cut.SM

Elections are live for EVE Online's Council of Stellar Management 8, and players are invited to wade through the nominations to choose their ideal candidates to represent them to CCP. The full list of candidates along with their campaign promises are now posted for all to see. The 28 31 32 candidates listed have all managed to gather enough endorsements to be put on the ballot. Instead of voting for just one candidate apiece, players will pick and rank their top 14 choices. These votes will be tallied and weighed accordingly, and 14 members of CSM 8 will emerge as the player delegates. A player can vote for CSM given that he or she has an active account that's older than 30 days. But if your taste for drama leans more on events than politics, then this link's for you: CCP has also just posted the details on streaming for the upcoming EVE Fanfest.

EVE Online is laying the groundwork for the upcoming elections of the 8th Council of Stellar Management, and significant changes are in the stars for how the process will proceed this year. Candidates now have to file an application to be considered, and these applications will be voted on with each account given a single vote. Twenty-eight of the top-voted candidates will then be placed on the official ballot. Players will rank their top 14 choices instead of voting for a single player. Finally, the newly elected CSM will vote for positions internally instead of being assigned according to the final tally. The CSM is EVE Online's player council tasked with representing the playerbase to CCP.

Less than a week before DUST 514's January 22nd open beta launch, CCP invited Massively and other publications to attend an orbital bombardment event in San Francisco. We've been regularly reporting on the progress of the orbital bombardment system, but this time we witnessed the process in action. We also got a preview of the larger implications and long-term expectations of metagame elements that will exist between DUST and its sibling sandbox, EVE Online.

EVE Online's Council of Stellar Management (CSM) is a player-elected council of, well, players. Their job is to represent the community's interest to CCP, and one of the ways they do that is by meeting with CCP in Iceland to discuss stuff and things. The most recent CSM meeting was in mid-December 2012, and we bet you're just dying to know what they talked about. CCP put up a full topic list of the three-day meeting sessions earlier today. The council members discussed everything from customer loyalty to factional warfare. Null-sec, ship balancing, live events, the UI, marketing, and a number of other topics were all on the agenda. You can read the full minutes to go in-depth with the topics (and find out who wants ponies to be included in EVE).

Earlier this evening at the VETO EVE fan gathering in London, CCP announced EVE Online's 18th expansion: EVE Online: Retribution. Due in December, this latest content overhaul promises to bring some of the biggest changes yet to the space-themed sandbox MMO, which is steadily ramping up for its 10th anniversary next May. We sat down with Jon Lander and Kristoffer Touborg, EVE's executive producer and lead designer respectively, to get a first-hand look at some of Retribution's key features as well as the enormous pile of tweaks, updates, and adjustments players might expect with any CCP-helmed update. One thing is certain: After Retribution, the world of internet spaceships will never again be the same.

  • Former EVE CSM member Vile Rat killed in attack on Libyan consulate [Updated]

All too often, we read news of conflict in other countries with an impersonal detachment, as if it's so far away that it will never touch our lives in any significant way. Mainstream media twists each event into a political message with the same detachment, forgetting the reality of the lives that are destroyed every day. This morning that fact was brought home as we read news of a US official killed in an attack on the Libyan consulate in Benghazi. Just a few hours ago, EVE Online alliance GoonSwarm released a statement that the US official killed was apparently GoonSwarm director and former Council of Stellar Management member Sean "Vile Rat" Smith. Players, CCP developers, and GMs have begun leaving their condolences on the official EVE forums. According to those who knew him, Vile Rat was a well-loved player and a respected leader whose actions indirectly touched the lives of every EVE player. Massively extends its own condolences to his family and friends. [Update: In the time since this story was published overnight, the BBC has updated its coverage, noting that a total of four Americans were killed in the attack, the US Ambassador to Libya and Sean Smith among them.]

It's time for more EVE Online serious business courtesy of the meeting minutes from the most recent Council of Stellar Management sit-down. The CSM is CCP's stab at a representative democracy, as EVE players vote for their brethren to sit on the council and said brethren parley with EVE's developers, ostensibly with an eye toward bettering New Eden for their constituents. If you're in the mood for a little light reading, the full minutes are available; they cover topics including the next expansion, the state of Incarna, live events, and more. There's also a corresponding dev blog and a feedback thread on the official EVE boards.

EVE Online's CSM 7 took office earlier this month on April 4th, and the Council of Stellar Management is now officially in business. Today, the members of the CSM have released a letter outlining their plans and philosophies for the future. They first take the opportunity to announce their CSM officer choices, revealing Seleene as the CSM Chairman, Trebor Daehdoow as Vice-Chairman, Two Step as the CSM Secretary, and Hans Jagerblitzen as Vice-Secretary. The letter then takes a moment to address the upcoming CSM 7 summit, which will be taking place between May 30th and June 1st. The CSM members note that "the summit will be a major opportunity to provide community input as CCP develops [its] plans for the Winter Expansion," and they encourage players to make their voices heard. But how? Well, the letter states that "one thing that CSM 7 will be doing differently than past CSMs is directly communicating with the players as much as possible" through a variety of media, including in-game chat, the CSM member blog, Twitter, and monthly Town Hall meetings, the first of which will be taking place in-game on May 19th. So get out there, players. Now's your chance to make your voices heard and to shape the future of the EVE Online galaxy.

EVE Online's seventh Council of Stellar Management elections have come to a close, and moments ago at the EVE Online Fanfest, the results were announced to Fanfest attendees and players watching the livestream from home. Although the CSM was originally put together as a way for players to submit specific ideas to CCP, it has become an essential part of the game development process. The council is now consulted on practically everything that goes into EVE, acting as a democratically elected advisory council. Last year's chairman, The Mittani, secured the chair again this year with a record voting turnout of over 10,000 votes. Making it into the CSM as full council members are Two step, Elise Randolph, Greene Lee, Trebor Daehdoow, Kelduum Revaan, Seleene, UAxDEATH, and Hans Jagerblitzen. In the event of their absence or inability to continue as part of the CSM, alternate council members Meissa Anunthiel, Dovinian, Issler Dainze, Alekseyev Karrde, and Darius III will take over. Read on for a full graphic summary of this year's CSM members along with their campaign information from our CSM roundup.

EVE Online is unique among MMOs, and nowhere is this more evident than in the political struggles that take place every day in New Eden. Just this weekend, I spent long hours negotiating the surrender of a friend's wormhole starbase with an Elysian Empire diplomat, only to have his CEO overrule the decision because he wanted to get the killmail for blowing the starbase up. For EVE's more ambitious political machinists, perhaps the greatest challenge of all is to be part of the democratically elected Council of Stellar Management (CSM). The council functions as an advisory board to CCP and a mechanism through which players can get their views and ideas across to developers. Last year's CSM was instrumental in forcing CCP's hand and making the company refocus development on EVE Online. With this year's ambitious plans to revamp all ships and forms of PvP, and DUST 514 due for a summer release, the stakes for this year's council are even higher. Voting is now underway to select the team of players who will represent the EVE playerbase to CCP for the coming year. In this week's EVE Evolved, I round up all of this year's candidates to help you choose whom to vote for.
