Alright, here's how they do it in Hong Kong: you can now buy cellphone SIM cards from vending machines selling
cellphone SIM cards in the subway stations there. Now if you could just use your cellphone to wirelessly pay for your
new SIM card, the recursive loop would be complete.
I think you can use your phone in subways in Japan. There was talk of setting up cellphone receiption in the London Underground, but the train bombs in Spain stopped that project. Those bombs were detornated via a cellphone and the London Underground bosses were concerned terrorists could use cellphones to detornate bombs under London.
What's interesting is that in Washington, DC the subway has good phone reception (but I think it's Verizon only). You'd think that in a city that's so heavily concerned about security that they would look at the London incident and rethink the decision to allow this in DC.
Once you get the card you can recharge the account for that number with a credit card call to a toll free number. I think you can also logon to their website and recharge. The machine is just for new SIMS for people who need one.
I should note that this station is really near some posh hotels used by a lot of business travellers to Hong Kong. Many hate to pay $x dollar roaming charges and prefer to just buy a SIM in the country they are in for local calls (I have five SIMS now for five different countries).
