Black Motorola RAZR coming to Cingular July 1

So it's finally time for Cingular to officially launch the
Motorola RAZR black edition, which you should
be able to get your mitts on July 1. Price will be the same as the regular ol'
RAZR, and will come with a personal engraving option
which adds your name to the back battery cover of the phone. Customers of the carrier formerly-known-as AT&T are
gonna be outta luck on this, as you won't be able to get the black RAZR V3 on your current account.

Suposedly these new black razrs have a video capture. lots of debate on this at howardsforum since a lot of people bought the black razr from 3rd parties and theirs does not support video capture. But CNET and the MOTO site have the black version showing video capture.

Why would Cingular offer the phone without video capture in the US, while selling the same phone in the UK on O2 and in Asia with video capture. Don't they make money from MMS?
