1. Dell does their assembly in Round Rock, TX (unlike a few other major manufacturers who drop-ship straight from Asia).

2. I think Dell may get paid (or receive a sizeable discount a la Intel Inside advertising program) for those stickers, so it's not like they're giving away free advertising and labor.
