You know if my town wants to set these things up I'd gladly offer the usage of one of my front windows of my house... Almost every night, at like 2am my friggin' neighbor pulls up to her house and blares her music, and just sits there for like 10 minutes as bass pounds away as she chats on her cell phone. And of course my dogs are going bonkers all the while....
