Those buzz words just wreak of failure don't they?
Without those words, I'd think it was a legitimate business plan.
The only way it's actually neutral is if you're running enough solar to cover the (environmental) cost of making the car and the solar panels. Somehow I doubt that.
I don't doubt that it's a step in the right direction though. Power plants are FAR more efficient than cars, and it's worth it to implement each and every little bit of improvement, no matter the cost, because 1% of 10's of millions of dollars is hundreds of thousands of dollars (per year).
