so would this theoretically mean that someone with a bricked iphone running 1.1.1 can downgrade to 1.0.2, and then reupgrade to a working version of 1.1.1? (assuming they already use at&t and only unlocked their phone for international roaming or something)

Yes. Just as someone who has stabbed himself with a knife can withdraw the knife and stab themselves again.
