I have Comcast in NJ(Bergen County) and they definitely cap the upload. I connect to my computer from work through a secure SSH tunnel (so they won't know what I'm transferring) and regardless of what kind of file I transfer, it starts off at a nice 180kb/s... then slowly throttles down until I get a steady 40kb/s. Happens every time.
