Looks like the seat can move up and down to add some form of suspention to a otherwise rigid chassis. The back part with the box if you look at where the scooter meets the metal tubing it looks like it may be hinged since its only attached on one side.
Just to make it clear to those who may not be up to date, OCC is from my town, in Orange County, NY, not California :) But yeah, they are a bunch of coke heads anyway, though they were polite enough to me
