It's a bidet. You know, shoots a stream of water at your junk. That's what's happening to the woman in the sign. The water comes out of the nozzle at the top of the Tole Pure placard. Used a lot at least in Japan. I know Toto is the usual toilet maker in Japan, I've never heard of Tole so I'm not sure what country this is from. What you do is just place this device over your toilet seat, I'm guessing plug it in, and you're good to go. My aunt has one and the seat is also heated. Nice........very very nice. Japan sure has come a long way from squatting over a hole in the ground.
