This sounds like one of those spam e-mails. It would actually be funny to see a spam bot made from this guys ramblings. Or some site that you could send random ramblings of this guy to "rick-roll" a friend.
I'm pretty sure what he's trying to say (though it's rather like trying to interpret Lassie) is that instead of using several hydroelectric plants along a river to harness energy, they should use the energy of one to pump the water back upstream.
