When you make a device that plays DVDs you need to pay the group that owns the rights to the DVD format like you have to pay Sony if you want to make a BlueRay player. The word was that Nintendo did not want to have to raise the price of the Wii to support DVD playback. I'm not sure why it is not a downloadable channel you pay for though.

Since the console is, with the exception of the control system, not much different from the Gamecube, surely production costs can't be that high. There must be enough room for an MPEG-2 license in Nintendo's margins.
