When you make a device that plays DVDs you need to pay the group that owns the rights to the DVD format like you have to pay Sony if you want to make a BlueRay player. The word was that Nintendo did not want to have to raise the price of the Wii to support DVD playback. I'm not sure why it is not a downloadable channel you pay for though.
