JCHyun's Udea Discovery PMP / dictionary loves to love you
Looking for a PMP that will be your eyes, ears, mouth, hair and forearms? Perhaps you should gently turn your attention to the JCHyun Udea Discovery -- a device that treads that tremulous space between MP3 player, Tricorder, and utter waste of money. Still, it's kind of packing a lot of heat for the asking price (179,000 KRW, or about $176) -- with 32 dictionaries in 4 languages (Korean, English, Chinese, Japanese), a video player, audio player, handwriting recognition, and an interface that looks like Windows Mobile... but likely isn't. You won't see this in the US anytime soon, so find yourself a good importer.

I like the HTC stylus there. And the chrome ring... very BlackBerry Bold-like.
32 dictonaries in four languages? 8 dictionaries per language? That seems like a little overkill don't you think?
not really overkill if they're counting all the translating dictionaries as separate. for instance you will have a japanese dictionary, a japanese-chinese, a japanese-korean, a japanese english, and a japanese kanji dicitonary for just that one language alone. then factor in the fact that there are two different chinese writing systems(simplified and traditional) and you can begin to see where the 32 comes from.
Oh, I guess I didn't consider translation dictionaries...

This actually probably DOES run Windows Mobile, or rather a variation of Windows CE. MS licenses for CE variations go for peanuts, its barely even worth writing your own OS backbone nowadays.
In fact, many off-brand GPS units, PMPs, and other portable electronics (especially with touch screens) run Windows CE under the hood.
So, if it fits the bill, and even looks remotely like WinMo, I'd say there's a good chance it IS or at least based on the Microsoft OS.
Seriously, unless there's some compelling information here that you're not sharing with us, this seems like a unbased assumption...

My PPC phone, running WM, already does this, and more.
Admittedly, Ive only got 4 dictionaries on it thus far:
(English, French, Arabic, Persian), but there are literally hundreds of dictionaries and dictionary types available for it, and can be acquired for a nominal fee, shall we say.
