Well USB is designed to be a universal plug. With Intel holding it closely, only Intel knew how it was being implemented and could easily take advantage of this by already incorporating it into chipsets.
Intel had an unfair advantage.
Then again, I believe Intel is putting more money into USB 3 than any other company so perhaps it's fair they get a jump? I don't know anymore.
