Hmmm...This sound like a ripe place for abuse by hackers and hacks. Does Google require some kind of Developer certification?

Exactly. Freedom means having the freedom to do whatever you want...whether it's stupid or not. I like the idea of not being treated like a child by my technology...That's why i dropped MS and Apple for linux. I like to choose what is 'user friendly' for me.
