I'm all for this i can't tell you how many times i've had problems with people driving and talking on the phone but it's banned here in DC and people don't care i see it all the time. The only way this will work is if the make the fine like $500 or some crazy number to put it into peoples heads.
For those looking for a device strictly for reading, the new Kobo is a nice little option. It's small enough to slip into a pocket, can do more with a PDF than the competition, and at $129, it's $10 cheaper than both the Nook and Kindle WiFi.
