Rural does not mean southern redneck hick. Please don't deny me stricter broadband guidelines that would increase my local broadband to acceptable speeds. My one square-mile town surrounded by corn currently has a monopoly on communications because my ignorant, older, voting neighbors decided to allow our telephone company sole provider rights. I, as such, pay $60 a month for a phone/DSL package that consists of a 1024/128 line. I kid you not - my upload is maxed at 128.
If I travel to the next slightly-larger city I could get a cable line.
That cable line = 10 ping to Chicago servers. My DSL line = 80 ping.
My point being here - I want federal guidelines to prevent things like my teleco's sole grasp on our market and not letting other providers in - or at least that they should provide faster speeds.
