My guess is it is due to the CRTC's Enhansed 911 rules for VOIP phones. They have to dial the nearest 911 Call center while I do not believe skype currently does this. Easiest thing to do is make an american itunes account and download it there. It will work fine. Just come up with an american address and you are good to go.
