Nokia 1100 seemingly hackable, making a big comeback
Apparently some shady hackers and cyber-criminals have recently started offering upwards of $30,000 for the Nokia 1100 which were manufactured at a specific plant in Bochum, Germany. You may ask yourself, "why?" Well, beyond the obvious answer (style), certain makes of the super-popular handset can apparently be reprogrammed to use someone else's phone number, allowing them to receive text messaged bank passwords (common in parts of Europe), thus making it much, much easier to steal people's money. The software flaw has been pointed out by Ultrascan Advance Global Investigations, who were contacted by police who had noted the curiously high offering prices on the old-timey candybar. Nokia has contended that it has not identified any software problems which would allow such use, so it's hard to say what exactly is going on at this point, but we'll let you know if we hear anything concrete.[Via SlashGear]

Surely there must be development GSM basebands (is that what they're called?) on which you could code the same functionality? Its all just packets man.
I'm confused, if this is possible at all then why is it only possible on a phone that has a manufacturing flaw? Why couldn't you recreate the same defect on purpose with a smartphone that can run custom firmware?

The triplet of keys employed on GSM and 3GPP networks (between: SIM > MSC > HLR (AUC))are possibly some of the more long standing and more secure methods of making mobile calls. The classical bigger criminal activities can be excluded - it's a different ball game as you'd employ further stages to ensure anonymity etc.
Personally I'd use a PCMCIA GSM/3G card and SMS software. I can, using a lot of GSM modules read, modify (including: header, PID, DCS, PDU mode etc.) and send SMS's. Just depends what the recipient gateway or network will or won't accept.
I remember Kevin Mitnick using one of these phones at a book signing at Borders. He showed us the phone spoofing trick....this was years ago..
