This looks similar to hand dryers I have seen in Noi Bai airport in Hanoi - and occasionally elsewhere. The ones in Noi Bai are significantly smaller, but will BLAST your hands dry in seconds! And I bet they don't cost nearly as much.
They are standard in Japan. This is just a new model.
