Sonic Blaster is defeated by fashionable noise-canceling 'head shield'
The Long Range Acoustic Device (or Sonic Blaster, for us simple people) is among the Navy's proudest feats of warfare engineering and a favored tool of law enforcement agencies. The non-lethal amp pumps out an ultra-powerful beam of sound that deters baddies from coming within 82 feet of its position. Unless, of course, those baddies decide to act fresh and bring one of these sound insulating, double-glazed head shields, which will let the wearer stand right in front of a Sonic Blaster without losing his hearing for all eternity. eh....i find that a sonic blaster would be a preferred choice rather then bean bags.
Since most rioters are stupid, I do not see too many employing these things.
Even if they do, just walk up outside the scope of their ~15 degrees of vision and push them over, they'll never be able to get back up without taking off their mega-heads.
Plus, think of the hilarity!
This would make an interesting shot, couple hundred rioters running at a police barricade wearing these things.
However, once they reach the barricade not sure how much good these would do against the old tried and true night sticks, tear gas, and tasers.
That thing would work against nightsticks and gas too obviously, 3 layers of polycarbonate and cushioning, the head would be secure, the body would need some extras.
I wonder how you breath in them though, if it's soundtight it must be airtight, but then how do you keep alive?

It's reverse psychology. Make the solution lethal. Military invents harmful weapon. Military secretly leaks "easy" solution to harmful weapon. "Easy" solution ends up killing the rioters/terrorists/Richard Simmons. Military says that's too bad, they shouldn't have used those. Brush off their hands and moves on to the next axis of evil.

Only use the LRAD really has, is against rioters and protesters. Maybe terrorist that might be charging checkpoint or boat like they did the USS Cole. But then again those guys are suicide bombers so a few seconds of pain right before they die not really that important.
That was a cheap quick solution that worked. Now if you were say a terrorist organization with some funds u can easily shrink and improve on it. Example is create a helmet that is double walled with airtight seal between the 2 walls and suck the air out of it now u have a vacuum. Sound can't travel through vacuum acoustic weapon neutralized.

Would stop pirates that use primitive means like somalians do from trying to board oiltankers though, there lies the use I'm thinking, but I wonder how well that sound does being aimed on a boat that's moving at another boat that's moving and riding the waves, waves that bounce away sound too, you'd need at least to have an automated aiming system with some intelligence, but even then, keeping it on a boat, it will be intermittent I bet.
Problem with that is even the primative pirates have rpgs if your close enough to use the LRAD they are close enough to use rpg. It is the threat of them blowing hole in side of ship is what allows them to capture ship that have more crews of 20 to 30 while there only 5 to 10 pirates. They just have to get close enough to be able to shoot. That's why those boats that get away are ones that notice pirates early enough to keep them at a distance till help arrives or pirates give up.
Fear is the key not the actual threat, even on land the 3rd world guys seldomly hit anything, and they often have shaped charges on the RPG launchers no suited against human targets, so being hit when shot from a small boat on he waves is not likely, and usually they are safe by keeping them off the ship with waterhoses, only if they get on board you are lost, it's he AK's that are more an issue when hey get close.

Would you prefer the police to just shoot real bullets during riots? Even rubber bullets, if used incorrectly can kill. As the law enforcement agencies eventually tend to use what the military develops, it makes sense for the military to create something that would help.
Another way to think of it: the next time military personnel deliver food to some third-world country that just got hit by a tsunami or earthquake, would you rather the edgy and frightened natives be "pacified" en masse with guns because they got spooked for some reason, or would you like the assistance forces to be able to protect themselves via non-lethal means? Or would you just like to hear the casualty count because they had no reasonable way to defend themselves?

We shouldn't be wasting time resources and military personel on third world countries. There is nothing to gain from helping them.

I was thinking the same thing - but I think you mean "LRAD" not "LDAP" - these things could double as life preservers, not to mention spook the japanese out of their whale hunting ways. They left the last episode with "we need to come up with some new strategies" - maybe these may make an appearance in coming episodes... :-)
