Apple has a bunch of way to manipulate their stock prices and numbers. They also dump all their iPod touches on students before they refresh them. Any device with only 8 gigs of memory is pretty much useless.
Either way, they used to cater to rich businessmen so if you want everybody in a business to adopt the technology it's a good tactic.
On another note, where do you even get the 2 for one deal?

Verizon offers the buy one get one free promotion. Pretty sweet deal IMO.
