@suicidebob The 3G will be two years old when OS 4.0 is released. Maybe it has the RAM to handle multitasking, maybe it doesn't. At any rate, the bulk of people who have a 3G will be eligible for upgrade at that point so it's a brilliant marketing strategy. Their old 3G goes on the used market and then there's that many more people buying apps.
If the 3G is completely capable of multitasking, well... shame on them for purposely neutering a device. At this point, however, no one should be surprised that Apple's idea of legacy is much different than that of other companies.

@commenter7 To make you upgrade to the 3GS just before they announce a whole new iPhone in a few months. Then make you upgrade once again.
Apple likes to make you feel that you never have the best and should keep working to get the best.
