If it were Europe I know I'd look for some prepaid data. Is there anything similar offered by American carriers? That would be "hydroxyl radicals" and not "hydroxlyl radicals." That's .OH (with the period representing an unpaired electron on the oxygen). This is the neutral form of the hydroxide ion (-OH), a reaction between excited (in this case by a laser) oxygen molecule in the atmosphere with water in the atmosphere.
