Vista sp1 supports EFI...
Dell, HP, Sony and the rest of the douchebags are too lazy to innovate to EFI and just keep their same old bios on there.

Because normal PCs support a WIDE range of hardware some of which relies on certain interactions with the old BIOS. Mac support EFI, PCs are not Macs. Macs don't support a wide range of hardware and get a little pissy when you don't use an EFI capable video card. I would wager most manufacturers are taking the if its not broke, don't fix it approach.

Hey man, don't bring that stuff up around frequent Windows users. Last time I dared to question the boot time, I was told (in no uncertain terms) that Windows users never power down their computers, opting for 'hibernation' mode.
And then of course they wonder why their computers go to all hell... I'll touch base on that another day.
