It's not hard to picture them trying to replicate an iPhone experience and going in this direction, deciding some things just aren't necessary. I believe it.

Most popular video site like youtubes already have api that people can develop a program and stream through a decicated software, and infact there are already many application that that take advantage of that.
Flash currently relies too much on cpu for its vectoring. Even on a high-end desktop cpu, it eats 80% of processing power. Until 10.1 hits we'll find out if the industry can move on with it. But the beta so far doesn't seem that way.
Look at it this way, Flash-less browsers are like an adblock freebie ;) 99%(per say) of flash content on web pages are annoying ads anyway.
And this rumor is probably generated by some Android campaign. Windows Mobile 7 will run on the new Windows CE and its chassis requirement of ram can run XP, so it make no sense if there's no multitasking. Rumor disregarded for now.

For example, you exit Word as you were editing a document. The application would simply pause any CPU cycles, but when you go back to it (and there is some easy way to go back to it), its exactly where you left off, editing that exact same document. That seems like a reasonable thing to do, and would still feel like multitasking.
And, there has to be exceptions. Media apps have to be able to execute (perhaps not the front end executing, but having a background process running streaming media) in the background.
If it is not any of these, consider it a failure in my eyes.

I can listen to music while watching photos so I suspect it will have basic multi tasking such as notifications and music and phone. Maybe they will not provide programmers with invisible multitasking like the Pre does but will give you only media player/notifications through the API.

There are way too many red tapes preventing any innovation to come out of young talented individuals at Microsoft. It needs to be broken up so the talented at the bottom of the chain can have more say.
Look at it like this. Microsoft will release WM7, the lack of geek features will drive away the geeks, the lack of reputation and cachet will keep away ordinary folk, Microsoft will back-peddle after soft sales, and WM8 will be what WM7 should have been.
I won't believe this rumor till I see it, Microsoft isn't suicidal enough to completely alienate their current base AND try to play Apple's game on Apple's terms. If they want WinMo 7 to gain back marketshare they need to look at the areas where the iPhone is weak and make sure they do it better without sacrificing the other areas. Android is going to be harder to beat in my opinion, it's gaining a lot of momentum.

Most of the buzz surrounding win mo 7 seems to indicate there will be a consumer facing version and a business version. It's entirely possible 7 will be the consumer version, with the lock ins listed at the source site, and win mo 6.5 will stay around (for a while) to keep the power users happy. I don't think that's whats going to happen, but I think it could happen if this rumor and some others come true.

Look, the simple fact is that Flash is here to stay- besides YouTube, it powers Playlist.com (which I LOVE), games, and actual, REAL sites! It also supports object uploads on sites such as PhotoBucket. None of these things are going to be replaced by HTML5, and there is no other ubiquitous cross-platform solution available today. Besides- have you even thought of how inane you sound thinking everything will be universal on HTML5?? A simple audio embed doesn't even work the same way between Firefox, IE, and Safari!! Wake up 'tards!!

Why is WP7 a failure because it doesn't have full multitasking and yet not one person has used it. Maybe multitasking isn't the best way to go on a mobile device for average consumers.
