Wireless carriers starting SMS rumors to boost revenue?

If true it's almost so deviously clever that we'd let it slide, but wireless carriers in the Philippines are being investigated by a Congressional committee there over accusations that they started an SMS text message rumor about an earthquake striking Manila in order to boost revenue, since they make money every time someone sends or receives a text message. Doesn't seem to be much actual evidence that its the carriers that are behind, just a rumor (hopefully being spread by SMS) that they're the ones behind the rumor.
