Xbox 360 to be 'open source'?

The latest rumor comes directly from Billy Boy's lips as he tours Japan. Mr. Gates has implied that Microsoft is considering an open source option for its next-gen console. The specifics are unclear, however. MS could be trying to counter Sony's decision to promote open source development for the Cell; or it could mean that MS is interested in encouraging 3rd-parties to develop a slew of peripherals for the 360.
