Mystery gadget

Ummm, yeah, we have no idea what this is, either. It was found on the sidewalk near Ikebukaro, Japan (of course it would be Japanese...), and we're worried that some secret operative is gonna feel the heat over losing this. Anyone know what the heck it is?
