Ask TUAW: My iTunes Download Crapped Out. Now What?

You shouldn't ever have to re-purchase your iTunes downloads if they fail to arrive.

When a download fails to complete, you can request a re-download through iTunes. Use Store -> Check for Purchases. This option reinitiates the download process. You'll see the song or songs start to download in iTunes. You'll need to be logged into your iTunes store account.

If the "Check for Purchases" option fails, or if the data arrives corrupt, contact the iTunes store directly at the iTunes Store Support page. Scroll down to the bottom of the page and fill out the email support form. You should get some sort of response within 48 hours.

If I were you, I'd ask for refund on those extra purchases as well as a request for proper downloads. Let us know how it goes.
