Don't spend them! You turn those apexis crystals in as quest items.

Good question! Which I am unable to answer! I don't really know, but it'd be pretty cool. I was actually pleasantly surprised as far as how many women there were in my garrison. Both of the people working in my Forge are women. There's a man and a woman in my Engineering Works. Generally speaking, it feels like a good balance, but perhaps it depends on which buildings you've built.
Actually, now that I think about it, one of the NPCs that would have been in your Lumber Mill is Shelly Hamby. She ends up joining you as a follower, though.

The Draenei accents don't really match up to any real world accents because I don't think any of the voice actors actually have any particular accent. I think they're trying to invoke some kind of Eastern European -- maybe not Russian in particular, but it's similar to that. Popular theory (that might be fitting) is they're meant to sound like European Romani.
On the voice actors note, consider that Maraad is voiced by Crispin Freeman. He's a great voice actor and does a good job, but he's from Chicago and lives in California. He isn't going to sound exactly like any accent beyond maybe some regional American dialect.

I think the shortest, simplest answer to this is Blizzard simply wanted to tell stories about other characters in this expansion. They have to recognize that Jaina exists, she's still a major player in the world, but Khadgar is their mage character this time around. Jaina Proudmoore is the head of the Kirin Tor but Khadgar is also a seasoned veteran member of the Kirin Tor, so he has clout.
Personally, I wouldn't say Khadgar is infinitely more powerful than either Jaina or Rhonin. He might be, he might not be. We've seen no actual comparison between them. Well, Rhonin is dead, so comparisons to him hardly matter anymore. Jaina, however, has been called the most powerful mage on Azeroth -- through various story beats, she's been suffused with so much magic that it has bleached her hair and made her eyes glow. Khadgar's gone through some serious stuff with ties to Medivh, so he's certainly powerful. Jaina has also been through a lot in her lifetime, was apprenticed to Antonidas, and has gained significant power throughout the last few years. If Khadgar is more powerful, it isn't infinitely, if he's more powerful at all.

At what level/part of the story do you get the herb garden for your garrison? I am finding I need some flytraps to make cloth and sadly don't have an herbalist in Draenor.
You don't get the herb garden until level 96. It will grow a mix of herbs until you upgrade it to level 2 and assign a follower, at which point you can choose a specific type of herb to grow.

I think it comes down to absurdity. Lantresor's story is one of overcoming adversity due to birth -- he's an orc/draenei hybrid, and though he's one of his clan's best blademasters, he's stripped of his banner and exiled. You find him, free him from captivity, help him prove his strength and mastery of a blade, and so he decides to join you. He's a man of great skill and honor, one of the finest warriors Draenor has to offer. But because he comes with the Mining trait by default, players send him into the mines, never to be seen again.
