Yeah, that would be the right explanation. The EEE PC does the same thing too when you put it in your lap, it tips over onto the screen. I just don't understand why they don't put the heavier components into the bottom so that it doesn't tip over. It probably isn't a big deal, but i wouldn't like having a piece of plastic poking into me behind the screen.
Why not place a counter-weight in the keyboard and do away with an irritating third panel? The third panel might look alright when on a level surface, but imagine trying to use that thing in your lap.
Thinking a little more about it, this might not be a laptop at all but one of those All in One desktops PCs. See, there is no touch pad, and the panel in the back might hold all the other components (as SSD, MB, RAM, IGP).

elementary engadget. The back panel supports the LCD screen from tipping back as the keyboard area has no critical mass.
It also doubles as a protective cover when closed. Since, again, the keyboard is very small.
