(semi-)manually? Well, RockbridgeSound's VRX-02 media recorder might be the encode-straight-to-flash device for you—except for the fact that it only does up to QVGA at 15fps (hardly appropriate for the PSP's wide-angle screen, for which it appears to intended), and is still going to cost you $40 more than the $130 Neuros MPEG-4 recorder.
