RFID will tell you what you need to know in Kobe, Japan

So the city of Kobe in Japan has a new plan where beginning in 2006 they're going to start embedding RFID tags all over the place, like in streets, utility poles, and signs, so that when you walk around the city you can point your phone (which will of course have an RFID tag reader by then) at something and instantly be able to pull up more information about that location. So how long until some unscrupulous person hacks the system and decides to RFID-spam an entire city center?
