France to allow cellphone jamming in movie theaters

On Monday the French Industry Minister Patrick Devedjian approved a new policy that will let theaters and concert halls install cellphone jammers, allowing only emergency calls to get through. No more, "Yes, zis baguette is vury niiiiice" in the middle of your matinee. However, there also won't be any "Oh dear, I think I'm having my baby" either - our questions is, how do they know if a call is an emergency or not? Is the next step some sort of anxiety sensor that will allow the calls through, or will the jammer only be turned off after someone has already pulled a fire alarm?
