Should there be a digital TV transition test market?

Federal Communications Commission Democrat Michael Copps just may have a point -- what if (or should we say, when) something goes awry when that oh-so-important switch is flipped 13 months from now and analog TV signals are instantly laid to rest? In an attempt to work out any unforeseen kinks, he's still pushing to complete the digital TV transition in "at least one test market" before rolling it out en masse. Interestingly, it seems the idea really isn't gaining traction at Capitol Hill, with some dissenters noting that it would simply be "too extensive" to accomplish considering the dearth of time remaining. Yeah, as if fixing issues after the cutover wouldn't be considered "extensive."
