The gargantuan display is basically one with a car, and it comes complete with built-in speakers to really get the message across. If you look at the first two photos in the article, that same blur is in the same place in both photos, most likely a spec of dirt on the camera sensor.
THE FUNNY THING IS THERE IS NOTHIGN NEW ABOUT THAT AT ALL IN FACT IF YOU HAVE EVER BEEN TO A MAJOR GOLF TOURNAMENT THEY HAVE MUCH LARGER SIZE SCREENS THAT GO MUTCH HIGHER INTO THE AIR.
