I don't see why not. They're neutral right now, but so were the goblins. So are the pandaren. The story just needs to go in a direction where it makes sense. I really, truly hope that it does. The ethereals are the coolest race in Warcraft.

No, it's never explained. There are other blue dragons that oppose Kalecgos in Twilight of the Aspects, but Azuregos is not among them.
The thing you need to remember about Azuregos is that he's the crazy old man of the dragon world. He's a reclusive eccentric who thinks the younger generation is a bunch of worthless layabouts with no respect for their elders. He's probably not the sort to actively try to thwart Kalecgos. He's just going to stay in Azshara and shout epithets at his television whenever it shows Kalecgos's face and make everybody feel really awkward because they don't want to tell Gramps that he's a racist.

Yes, all future raid content will have a Raid Finder difficulty. Whether Dragon Soul will disappear from the list or not, we haven't heard. If I had to make a guess, I would say that yes, there would probably be a system similar to the dungeon tiering put into place. I'm not sure the tiering would be a good move, considering the nature of raid zones, but it would be consistent.
It's too early to say for sure. We'll find out when Mists of Pandaria launches.
